Schools Certification Tests, Background Checks and Other Issues- FAQs about Teacher Education The following are responses to questions commonly asked by teacher education candidates in initial and advanced programs. 1. Do I have to pass all of my certification tests in order to graduate from ECU? The satisfactory completion of all three tests is a state requirement, not an ECU program requirement. It is possible to complete a teacher education program and for ECU to recommend a candidate for licensure but the state will not issue the license until all three tests have been passed. In order for the State of Oklahoma to issue a license, a candidate must have passed all three state licensure tests- all three state certification tests must be successfully completed- NO EXCEPTIONS. Candidates must have passed the Oklahoma General Education Test (OGET), the Oklahoma Subject Area Test (OSAT) for the area of their certification program, and the Oklahoma Professional Teaching Exam (OPTE) before the OSDE will issue a Teaching License. 2. Can I take more than one block at a time in the teacher ed program?

Alternative Learning Environments (Summary of Alternative Education Legislation) Arkansas Louisiana Oklahoma Texas Background Information* Act 830 (1991) required school districts to create alternative education programs for students facing difficulties in the regular schools. Act 597 (1995) clarified reporting requirements. In 1993, Act 1288 established the Pygmalion Commission on Nontraditional Education. The group develops proposals for alternative methods of meeting children's educational needs. The members represent many groups involved with children, ranging from local superintendents to state legislators and medical professionals. The governor appoints 14 of the 16 members and the remaining 2 are appointed by the Speaker of the House and the President Pro Tempore of the Senate. Act 671 (1994) required suspended and expelled students to attend an alternative education program beginning in the school year 1995-96. Before the requirement went into effect, Act 102 (1995) added the provision that this requirement is only applicable for students suspended for more than 10 days or expelled. School systems may apply to the State Board of Elementary and Secondary Education on a school year to school year basis for a waiver from these requirements for economic reasons.

ITBS Total Math is a summative score of three math subtests: Math Computation, Math Problem Solving, and Math Concepts. The significance of the chart is the increase in scores for the online students and the decrease in scores for traditional students. The Online students began the 7th grade year with an average Total Math NCE of 35.3, which was slightly higher than the traditional average of 32.5. By the end of the school year, average scores for traditional students at Moon dropped 22 percent to a score of 25.2. However, students in the Online Program averaged 35.9, an increased of 2 percent. As the chart indicates, students in the Advanced Academics Online Program scored 24% higher in Total Math than did their cohorts in the traditional classroom. Note: For both groups, students on Individualized Education Plans (IEPs) were excluded from the study.

School superintendent Arthur Steller said the ban on spankings will become effective as soon as the new policy can be distributed to principals "in a week or so." Board members voted 5-2 to approve the ban. Member Leo Hise and board president Betty Hills cast the two dissenting votes. The new policy states: "The board recognizes that corporal punishment is not an effective educational tool and its use shall not be permitted in any district school." Board member Thelma R. Parks said she was glad the issue was finally coming before the board for a vote. "I don't think I have to remind this board that I've been opposed to corporal punishment from day one," Parks said. Turning to Steller, Parks asked, "So all the pretty little paddles will disappear?"

Some 244 school districts have banned spanking, and instead use some form of alternative punishment for student misbehavior, the survey noted. "This is a new day for student disciplinary measures. Oklahoma is taking a major step forward in dealing with student discipline. This is very good news," Sandy Garrett, state school superintendent, said Thursday. Of the approximately 600,000 public schoolchildren in Oklahoma, 500,000 are being taught in school districts that have either prohibited corporal punishment, or have kept it on their books but no longer use it. In Oklahoma, 151 of 568 public school districts employ corporal punishment. Those school districts - mostly in rural areas of the state - have about 100,000 students.

If one in eight Ford Tauruses failed to operate, Taurus would quickly lose its reputation for quality and its popularity with the public. According to tenets of Total Quality Management, if Ford tried to focus blame on individual workers rather than improve systemwide quality, the problem would most likely persist, public and stockholder confidence would deteriorate, and the company might soon be bankrupt. One in eight students does not complete high school. Minorities, the poor, and the disabled often fare worse. Over 50 percent of students in a quarter of the nation's poor, urban high schools fail to graduate. Suspension, expulsion, retention, chronic failure, and alienation all contribute to unacceptable dropout and incompletion rates. Yet rather than take a systems approach to improvement, many states have created alternative schools for the "problem" individuals thought to degrade general education quality. Alternative schools evolved decades ago to provide an academic option for students not successful in regular education programs
