At the same time, communities face the challenge of ensuring that older school buildings meet the needs of todays students and teachers. Meeting the challenge requires good planning, knowledge of preservation tools, and, at times, creative design solutions.
Extractions: Until recently, if rehabilitating an existing school would cost two-thirds or more of the cost of a new one, the commission's guidelines favored new construction. Now districts with historic school buildings (usually meaning schools listed on the National Register of Historic Places or a local register of historic properties) can request a waiver. With a waiver, a district can obtain the same amount of money that OSFC would put toward construction of a new school and use it to rehabilitate an existing one instead. Many older school buildings are neighborhood or community landmarks; the change allows boards who have such schools to refurbish and upgrade them with 21st century systems and equipment when it's economical to do so, preferred by the community, and approved by OSFC.

The state is devoting substantial resources to purchasing hardware and creating networks to serve students, teachers, and school administrators. Cleveland was the first city in the nation to establish a freenet, a citywide computer system for use by the public. Eight cities in Ohio currently operate freenets. Ohio's Teleplex program, still in its early stages, will consolidate telecommunications networks serving the state's schools, businesses, and government into regional "teleplexes." These hubs will connect with each other and with out-of-state networks. During the first phase the program will realign the state's various networks into regions. Later it will create and fund each teleplex. A similar program to link Ohio's various state agencies is further advanced. The State of Ohio Multi-Agency Communication System will eventually connect all state telecommunications projects to each other and the Internet. An interagency telecommunications commission designed the framework for the network, and $10.7 million has been authorized to purchase equipment for the network in 1995 and 1996. Costs will be shared by the agencies that use the network, including the Ohio Educational Telecommunications Network Commission, the State of Ohio's Network for Integrated Communication, the Ohio Data Network, the Law Enforcement Automated Data System, the Ohio Academic Research Network, the Ohio Educational Computer Network, and SchoolNet.
