COLLECTION AREA Government GENERAL PURPOSE The collection supports the instructional and research needs of undergraduates and faculty in political science and other areas of government. This includes the study of political bodies and institutions as well as government's impact on individuals, societies, and nations. The areas of interest at Dartmouth are broadly defined as United States politics and government, comparative politics, international relations, and law, and political theory. HISTORY Instruction in law and political science has a long history at Dartmouth. John Wheelock, member of the first graduating class, the founder's son and the second president of the college, was appointed to teach Natural and Political Law in 1796. The Department, originally titled the Department of Law and Political Science, focused its efforts on constitutional, international and municipal law until early in the twentieth century. In 1919 the department, then called Political Science, consisted of three professors and an assistant professor. A departmental committee created in that year suggested that "the aim of the Department of Political Science is primarily to give training for citizenship, but that the demands of men desiring to enter the consular service or the professions of law and teaching are to be given due consideration." In 1944, as the College responded to the coming demands of the postwar era, the Department voted to change its name to the Department of Government.

Current interest in postcoloniality and Cultural Studies has generated numerous studies of colonial culture that laboriously elaborate the general nastiness of the Colonial and reiterate Said's formulations about the representation of the colonized as Other. He challenges the undifferentiated and essentialist conceptualizations of 'colonialism' and critically appraises a variety of representations of Pacific peoples as he explores the implications of plural perspectives for contemporary theoretical debates.

Of the top echelon, only air force chief Air Marshal Angus Houston retained his post. The changes were routine, but nonetheless have heavy political overtones. Serving military commander-in-chief Admiral Chris Barrie had sought an extension, but was apparently rebuffed, as were navy chief Vice Admiral David Shackleton and Barrie's deputy, Lieutenant-General Des Mueller. All three played central roles in supporting pre-election claims by the governing coalition that Asian boat people had thrown their children overboard in a desperate bid to obtain asylum in Australia. After they were disproved, the allegations ruptured relations between forces chiefs and the officer corps, and with the government. Cosgrove was one of the few top military figures to emerge unscathed from the row. Extractions: GOVERNMENT The Solomon Islands is a parliamentary democracy within the Commonwealth, with a unicameral Parliament and a ministerial system of government. The British monarch is represented by a governor general, chosen by the Parliament for a 5-year term. The national Parliament has 50 members, elected for 4-year terms. However, Parliament may be dissolved by majority vote of its members before the completion of its term. Parliamentary representation is based on single-member constituencies. Suffrage is universal for citizens over age 18. The prime minister, elected by Parliament, chooses the other members of the cabinet. Each ministry is headed by a cabinet member, who is assisted by a permanent secretary, a career public servant, who directs the staff of the ministry. For local government, the country is divided into 10 administrative areas, of which nine are provinces administered by elected provincial assemblies, and the 10th is the town of Honiara, administered by the Honiara Town Council.

POLITICAL CONDITIONS Democratic values in Tuvalu are strong with free elections every 4 years by universal adult suffrage. Tuvalu does not face serious governance issues. There are no formal political parties in this country of only 11,000 people; election campaigns are largely on the basis of personal/family ties and reputation. Members of Parliament have very close ties to the island they represent. Often the northern islands in the country compete against the southern islands with the center holding the balance of power. Traditional chiefs also still play a significant role in influencing island affairs, particularly on the outer islands. A long-held distinction between chiefs and commoners is slowly disappearing, and chiefs are now more often selected on merit rather than by birth.
