Though lip-service was paid to the NPT as the "cornerstone" of nonproliferation, the great hall of the General Assembly, which should have been packed with the representatives of nearly 190 states parties, was half empty. By contrast, hundreds of NGOs and representatives of civil society, including elected Mayors and officials from cities and towns around the world, queued for hours to get into the United Nations building because they wanted to bear witness to the vital importance of eliminating nuclear weapons. On Sunday, thousands of people from some 120 countries had marched through New York to call for a nuclear weapon free world, together with the Mayors of Hiroshima and Nagasaki and a brave number of 'hibakusha' - atomic bomb survivors. On Monday, the newly-elected President of the Review Conference, Ambassador Sergio de Queiroz Duarte of Brazil, admitted that there was still no agreement on an agenda for the conference. Duarte pushed for the agenda to be agreed by the end of the week and exhorted states to show "genuine cooperation, wisdom and enlightened statesmanship".

    Extractions: HISTORY AND PRESENT STATUS The Declaration on the Denuclearisation of Africa adopted by the Summit of the Organization of African Unity in 1964 formed the basis for work towards the conclusion of the African Nuclear Weapons Free Zone Treaty opened for signature at Cairo, Egypt on 11 April 1996. At this Summit, African States declared their readiness to undertake, through an international agreement to be concluded under United Nations auspices, not to manufacture or acquire control of nuclear weapons. The African Nuclear Weapons Free Zone Treaty is also known as the "Pelindaba Treaty", as it was adopted at Pelindaba, site of the then Atomic Energy Corporation (AEC) of South Africa on 2 June 1995. The name "Pelindaba" was particularly appropriate when the draft was adopted as the name originates from the Zulu words "iphelile indaba", which roughly translates into "the matter/ discussion is closed/settled". As of December 2002, tests of the RBMK-1000 reactor at the nominal power level of 1,000MW, which began on 4 August 2002, were nearing completion. A Rosenergoatom press release stated that electricity generated by the refurbished reactor will cost $200/KW. In contrast, construction of a new reactor would cost more than $1 billion. As of 27 December 2002, Kursk NPP had four functioning power units with a total load of 3,770MW. Rosenergoatom planned to modernize the remaining three units by 2010.

A majority of Germans are against nuclear power The prospect of victory by Germany's conservative opposition in an early general election has shaken up the country's energy sector. The nuclear power industry is hoping to slow the planned phase out atomic energy. Only a few weeks ago Germany closed down the country's oldest nuclear power plant after nearly 37 years in operation. The atomic reactor in Obrigheim, Baden-W¼rttemberg was the second plant closed down in agreement with the government. After Chancellor Gerhard Schr¶der's center-left coalition of Social Democrats (SPD) and environmentalist Greens hammered out an agreement in 2001 with the energy industry to slowly phase out Germany's nuclear power plants, most Germans thought the subject was dead and buried. But Schr¶der's decision to call for an early general election this fall after his party was trounced in a regional poll on Sunday has changed the political landscape. Suddenly, the conservative Christian Democrats (CDU) are considered favorites to form the next government in Berlin. And that has convinced many in the energy sector that reports of nuclear power's demise may have been premature.

Speaking at the opening of a symposium on the subject in Taejon, Republic of Korea, on 26 May, Mr. Blix said economic development and population growth, coupled with pollution, were stretching supplies of drinking water to the limit in many parts of the world. Hence governments were seeking realistic, mature technology options for desalinating seawater in order to boost supplies. Some of the reasons for tapping nuclear energy to produce electricity in the past could be equally valid for desalination in the future: for example, economic viability, diversification of energy sources, technology development potential and environmental protection. Prompted by interest expressed by several of its member States, and taking account of experience gained in recent years, the IAEA had reassessed this issue starting in 1989. The technology was similar to that for district heating and industrial processes which had shown its worth: nuclear heat application and power cogeneration systems had been in service for over 20 years in a dozen countries without any serious problems, accumulating some 500 reactor-years of operating experience.
