With contributions from our territorial, community government and First Nations partners, the total infrastructure investment in the Northwest Territories will be over $9 million. ICP funds were allocated according to a formula that gives equal weight to population and unemployment, a formula the Government of Canada believes takes into account the economic status and investment needs of all regions. While funding ratios vary from project to project, the federal and territorial governments typically each fund one-third of eligible costs for tax-based communities; applicants typically pay the remaining one-third of eligible costs. From 1869 until 1956, the Great Seal of the Northwest Territories had consisted of the Royal Arms with the words, "The Seal of the Northwest Territories." The Mace reflects the new Northwest Territories and is the symbol of the authority of the Legislature and its Speaker. Designed by Bill Nasogaluak, Dolphus Cadieux and Allyson M. Simmie, the Mace is truly unique in many aspects of its design. Composed mainly of silver and bronze the mace measures 1.5 metres in length and weighs 12 kilograms. The top glistens with a snowflake crown symbolizing the strength and diversity of the people and the traditional link with the British monarchy. Nestled within the snowflake crown, a golden orb represents the midnight sun, the circle of life and the world. On top of the orb sits a silver crosspiece that together forms an ulu, a tipi and a house representing the cultures of the territory - Inuvialuit, Dene/Metis and the many non-aboriginal people. On top of the crosspiece sits a 1.31 carat northern diamond. Beneath the crown rests a band of silver engraved with the words "one land, many voices" in 10 of the languages used in the NWT. Below the band are six high relief panels inlaid in silver that depict northern wildlife and cultures. A band of beadwork resembling Delta braid is found beneath the head.

A great deal of the land which constituted the Northwest Territories at that time was purchased from the Hudson's Bay Company. The political history of the Northwest Territories is largely an account of the struggle of territorial representatives to gain responsible government (i.e. a government where the elected representatives of the citizens control the decisionmaking process rather than appointed officials). Since the Lieutenant Governors of the Northwest Territories were appointed by the Canadian government and represented the federal government in the Territories, they played an important part in this process. As the following account illustrates, at the beginning of the territorial period, the Lieutenant Governor had far-ranging powers and virtually complete administrative control over the Northwest Territories. However, by the end of the territorial period in 1905, the powers of this office had been reduced and many were assumed by the elected government. No new powers were assigned to the Lieutenant Governor following the formation of the Provinces of Alberta and Saskatchewan. At first, the Northwest Territories was administered by the Lieutenant Governor of Rupert's Land and the Northwest Territories (1869) and then by the Lieutenant Governor of Manitoba and the Northwest Territories (1870-76). These Lieutenant Governors and their small Councils were appointed by the Governor General of Canada on the advice of the Prime Minister. Robert Nault, Minister of Indian Affairs and Northern Development, is pleased with the progress that has been made at the negotiation table. "We signed a Framework Agreement last July; the federal mandate to proceed with negotiations toward an Agreement-in-Principle was approved by Cabinet in April 2001; and now an Interim Measures Agreement is in place. We are moving forward." Interim measures are temporary arrangements introduced to afford a measure of protection to Aboriginal interests during the period that an agreement is being negotiated. Temporary arrangements of this kind have to be made within the framework of existing federal and territorial laws. The Akaitcho Interim Measures Agreement will lead to the creation of a pre-screening process where the Akaitcho DFN will review applications for various licences, permits, dispositions of lands. The precise nature of the pre-screening process for each type of application will be outlined in schedules that will be developed over the next few months.
