Extractions: The Hawaiian Islands, along with the Galapagos archipelago and other oceanic islands, have had a global importance in the history of evolutionary biology and are continuing to serve as crucial sites for evolutionary studies. The animals and plants of these islands are an important part of Hawaii's, America's, and of the world's natural heritage and comprise an extremely valuable natural resource. They provide for gradual release of runoff water and hold back the soil from washing into the sea. They are also inseparable from the beauty and wonder of Hawaii. Their long-term protection is crucial to Hawaii's tourism industry. Major Issues: Invasive alien species overwhelmingly comprise the major problem for nature conservation in Hawaii, and pose substantial threats to agriculture and human health. Because of their evolution in relative isolation ecosystems of the Hawaiian Islands are particularly vulnerable to invasion by alien species from continents. More native species have been eliminated in Hawaii than anywhere else in the United States and most places in the world due to habitat destruction and the introduction of alien species. The Biosphere Reserve concept lends itself well to cooperatively addressing alien species problems. Accomplishments and Benefits: The Hawaii National Parks have pioneered alien animal control. Hawaii Volcanoes and Haleakala National Parks are goat-free. Pig removal programs are also well-advanced and native vegetation recovering in both these prime natural areas. Park managers have taken an integrated approach to alien plant management within parks involving elimination of incipient populations to nip an aggressive invasion in the bud, elimination of peripheral populations to slow spread, control within Special Ecological Areas (largely intact stands of diverse native vegetation with associated fauna), and biological control. As of 1997, these approaches are being adopted island-wide and state-wide, involving extensive interagency cooperation. A statewide alliance of biodiversity, agriculture, health and business interests is gradually emerging which has the potential to cooperatively address Hawaii's alien pest crisis.

The meeting included presentations to the Task Force Regional Subcommittee regarding local action strategies developed by each of the U.S. Flag Pacific Islands. PSC's Office of Ocean and Coastal Resource Management (OCRM) staff worked with the American Samoa Coastal Management Program to commission the first-ever local economic valuation study of coral reefs and nearshore coastal resources for the territory. PSC supported a contract for an economist to travel to American Samoa for one week to meet with local coral reef and coastal managers to design a study to investigate priority local management questions. A request for proposals was advertised and a contractor was selected. The study is expected to be completed by summer of 2004. Funds also were provided to the Commonwealth of the Northern Mariana Islands to develop a local economic valuation study. Gov. Diego T. Benavente says the situation in the FSM state is not yet a "total threat." Benavente said he expects Federated States of Micronesia President Leo A. Falcam and Chuuk Gov. Ansito Walter to work together and address the states problems. A newly released interim report disclosed that Chuuk is "technically insolvent" and has a total debt of $25.7 million. A "complete financial failure" may recur similar to what had happened in 1995-1996, the report said. Senate President Paul A. Manglona, R-Rota, expects Chuuks current condition to "hurt" the CNMI economy. "It will surely have an effect on us. But we just do not know to what extent," he said. The situation in Chuuk may result in an increase in the unemployment rate there, he said. Further, Chuuk might restrict public health and public education services to its citizens, who would then migrate to the CNMI or Guam, Manglona said.

Bushs proposed $2.12 trillion spending plan for fiscal year 2003 brings good news to the CNMI. Although the proposed budget for insular areas is slightly down by $11.2 million when compared to the FY 2002 budget level, the Office of Insular Affairs said Bushs budget plan seeks to maintain capital improvement assistance to the CNMI at $11 million, even though the statutory earmark for 2003 is only $5.4 million. "Even better, only the $5.4 million will require a full match from the CNMI government, due to the increased financial needs of the CNMI," said OIAs Budget and Grant Management Director David Heggestad. Section 702 of the Covenant requires the U.S. government to provide financial support to the CNMI. Based on the 1996 Third Special Representatives Agreement, the U.S. Congress would allocate $11 million a year to the CNMI until FY 2002. Heggestad said the proposed budget for the OIA will continue to provide mandatory funding to Guam and the CNMI for Compact of Free Association impact purposes, including $840,000 for impact aid to the CNMI.
