Difficult to draw conclusions about the sum of state-level novice teacher programming, because it is in constant flux 2. Possible to look at state level activity from several different perspectives, because of the various and complex themes that weave through beginning teacher support systems. This report takes one view point in presenting and analyzing the patterns in state-wide mentoring and induction programming. That approach views mentoring on a continuum in which assistance of novice teachers is at one end of the continuum and assessment of novice teachers is on the other end. Necessarily, that perspective "colors" how this information is presented and analyzed. What is presented here is: A chart summarizing some of the studies and illustrating the changing picture described above, plus references to all the studies I found.

Extractions: Dr. Richard Kunkel was appointed in 1999 to serve on the State Board of Higher Education. Dr. Kunkel received a Bachelor of Science degree in Business Education and Administration from Minot State University, a Masters in School of Administration from the University of North Dakota, and a Doctor of Administration from the University of North Dakota. He has also received education in the Superintendents Leadership Session at Columbia University, President Reagans Study Forum on Excellence in Education, and the State Teacher Center Executive Planning Board. Dr. Kunkel was a Business Education and Social Studies teacher from 1957-1959 and became the principal of Edmore School in 1960. In 1962, he became the Superintendent of Edmore Public Schools until 1968. He was a clinical professor at the University of North Dakota from 1968-1970 and was the acting president of Lake Region Community College for one year. In 1970, he became the Superintendent of Devils Lake Public Schools until 1990. In 1990, Dr. Kunkel was elected to the North Dakota House of Representatives and served as Vice-Chairman of the Education Section of the House Appropriations Committee. He was on the House Education Committee and the State and Federal Committee in 1991. He was the president of the Young Republicans in 1958.

Links to TOCAR Collaborative Campuses TOCAR Training Our Campuses Against Racism Minnesota State University Moorhead Concordia College North Dakota State University Northwest Technical College First-Year Report and Request for Second-Year Funding October 25, 2001-October 31, 2002 The following is a summary of the activities and accomplishments of the Training Our Campuses Against Racism initiative (TOCAR) for the period October 25, 2001 through October 25, 2002. In this first year, the TOCAR Collaborative established TOCAR chapters, held antiracism trainings and developed antiracism teams on each campus. The initial campus Level 1 antiracism trainings exposed approximately 204 people to a beginning analysis of institutional racism. From this pool of people, antiracism teams were formed on each campus and trained at a Level 2 Team Training in June 2002.

The plan emphasizes the heightened need for collaboration within Pre-College, with other divisions of the University and with schools and programs throughout the United States for the purpose of raising the academic achievement levels of deaf and hard of hearing students. The impetus behind the plan is the 1992 amendments to the Education of the Deaf Act (EDA) . The Act requires Pre-College Programs to work collaboratively with programs across the nation to develop, evaluate and disseminate innovative curricula, materials and instructional strategies that are applicable in a variety of educational environments. The Act stipulates that Pre-College provide programs and services in an equitable manner to deaf and hard of hearing students distributed nationally across the spectrum of educational environments. Further, the statute requires that Pre-College provide training, technical assistance and outreach, establish and publicize research priorities through a process of public input, and disseminate information and follow-up services to ensure that they meet the needs of constituents and satisfy the mandate of the EDA.
