Faced with a growing shortage of qualified teachers, North Carolina lawmakers filed a bill Wednesday to speed teacher certification procedures statewide. The bill would establish procedures for certifying in-state and out-of-state teachers to help meet the need for more than 11,000 new teachers annually. The legislation also addresses the necessary changes to North Carolinas certification process mandated by the federal No Child Left Behind Act. The federal law will require a "highly qualified" teacher in every classroom in North Carolina by July 1, 2006. About 9,200 North Carolina teachers dont meet the federal requirements. "This will reduce (school districts') dependence on those who have high school diplomas who are filling our school rooms now and to allow them to bring in qualified teachers who have four-year degrees, who've been prepared to be teachers," said Ellen Greaves, executive director of the Professional Educators of North Carolina.
