Extractions: Sponsored by the North Central Regional Educational Laboratory and the Education Commission of the States Summary of Forum Proceedings Prepared by Sabrina Laine Introduction On June 23 Summary of Proceedings Teacher Quality: The Title II Vision and its Role in North Carolina Teacher Quality Activities Morning presentations provided seminar participants with an opportunity to hear from the Director of the Title II Teacher Quality Enhancement Program at the U.S. Department of Education, Dr. Ed Crowe and Dr. Kathy Sullivan , Director of Human Resource Management at the North Carolina Department of Public Instruction. The Title II Vision Dr. Crowe's presentation provided participants with not only a background on the development of the Title II reporting requirements in the 1998 Higher Education Act, but also the opportunity to envision how the Title II requirements can be used to further improve teacher quality reform within Illinois. Crowe suggested that many states across the nation have teacher quality programs/ initiatives that are "program rich and system poor," meaning states have a number of initiatives under way working independently of each other. According to Crowe, few states have developed a strong systemic structure that ensures quality teachers are generated and supported from their preservice teacher training through their careers as certified/ master teachers. It was for some of these reasons, reports Crowe, that the Title II grants program and reporting requirements were instituted.

The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

Extractions: Source: ERIC Clearinghouse on Languages and Linguistics Washington DC. Foreign Language Teacher Certification. ERIC Digest. Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).
