Extractions: The Development of School Libraries in South Carolina The following speech was delivered by Margaret Ehrhardt on March 31, 1988 as the Third Annual Deans' Lecture of the University of South Carolina College of Library and Information Science. Ms. Ehrhardt was Supervisor of School Library Services for the South Carolina State Department of Education from 1970 until the early 1980s. THE CRUCIAL YEARS: SCHOOL LIBRARY MEDIA CENTERS The years 1945-1985 were crucial years for school library programs, not only in South Carolina, but for the nation as well. The ALA Handbook for 1944 showed that only 15 states had school library supervisors. It was interesting to note that seven of these were Southern states, including North Carolina, Georgia, Florida and Tennessee. Tonight I should like to explore with you some of the significant events that have helped to shape the development of school library media programs in our state. The first significant factor was the employment by the State Department of Education of the first Supervisor of Library Services. It is seldom that one can pinpoint the beginning of a library media program, but this is not true of school library media services in South Carolina. The date was March 29, 1946, and the time was 11:00. It was then that an announcement was made to the School Library Section of the South Carolina Education Association which was in session at University High School here in Columbia that the State Department of Education had received a grant from the General Education Board (of the Rockefeller Foundation) to employ a Library Supervisor. This was the first attempt to bring structure into what had been haphazard library development in the schools.

The senior from Hillside High School in Durham, North Carolina, had to interview last year for one of 12 coveted spots for the young teen training and employment program that marries science, literature, and fun. Run collaboratively by Durham's Museum of Life and Science, the Durham County Public Library, and two high school media centers, the Library Youth Partnership lets adolescents earn while they learn to create and deliver storytime presentations for younger children. Matthew thought working with other teens and training at the Museum would be fun. He did not know that it would also lead to a paid part-time position with the library. He said, "I was interested in it, and then I just fell in love with the program."

The school library media center should be a location in which students are free to learn what interests them most in a loosely restricted environment that allows them the freedom to direct their own education. As a school library media coordinator, I am both facilitator of independent research and champion of each student's abilities to be the best student that he or she can be at any given time. The school library media center should provide students with access to a variety of materials that supports not only the curriculum in each classroom, but also the individual research, growth, and developmental needs of each student. Resources Media Resource Centers Two separate one year Technology Literacy Challenge Fund Grants totaling $160,000 were received to provide software to upgrade the media catalogues and to link all of the media centers of the schools in the district, as well as to train the media coordinators on how to use the new systems. The project facilitated the implementation of a countywide initiative know as S.M.A.R.T. which is short for Sharing Media And Resources using Technology. The grants provided funds for current, up-to-date automation software with the capability to share resources locally through a Union Catalog. Significant impacts on teaching and learning are expected to result from the grant over the next five years. The focus of the grant has been on providing the essential infrastructure of training and resources that will impact classroom outcomes in measurable ways. The main goal of the grant program was to address the problem of out-of-date media collections with a long-range solution that meets the needs of all of the schools in the district. By Sharing Media And Resources using Technology, the school system has the ability to provide desperately needed resources to all students and teachers. There were four major components completed in successfully meeting this goal and in bringing the students and staff online with the S.M.A.R.T. vision.

Extractions: PC Power Management About 1300 sixth, seventh and eight grade students and their teachers in Raleigh, North Carolina had something more than the usual to look forward to this fall as they began the new school year. The students, teachers and administrators who entered the newly completed Durant Middle School for the first time in late August are fortunate to be in what is arguably not only the healthiest and most productive school learning environment in the state, but also the most energy-efficient and cost-effective. The Durant Middle School, part of the growing Wake County Public School System, is the latest achievement in a series of energy-efficient daylit schools designed by the architects at Innovative Design in Raleigh, North Carolina. Architects Gary Bailey and Jill Smith had two primary goals in mind when they began the school's design. The first was to design the best possible learning and working environment for the students, teachers and staff. The second was to cut energy use by one-half to two-thirds compared to existing schools in North Carolina. Bailey, Smith and their team of architects achieved both goals, and at a total construction cost that came in $.7 million under budget.
