Within each category, the samples were further allocated to district size strata (less than 2,500, 2,500 to 9,999, 10,000 or more) in rough proportion to the aggregate square root of the enrollment in the stratum. The sampling frame was also ordered by metropolitan status (urban, suburban, rural) and region (Northeast, Southeast, Central, West) to induce additional implicit stratification. Within each primary stratum, districts were selected systematically and with equal probabilities. The sampling frame constructed consisted of 14,619 regular public school districts during the 199899 school year. After the stratum sample sizes were determined, a final sample of 1,609 districts was systematically selected from the sorted file using independent random starts. The 50 states and the District of Columbia were included in the sample, while school districts in the outlying U.S. territories were excluded. Districts are of three types: unified, secondary, and elementary. Unified districts serve students across all grade levels and comprised 83 percent of the total sample (table A-1). Secondary districts comprised 2 percent, and elementary districts (i.e., serving grades no higher than grade 8) comprised 15 percent of the sample.

CHALKER Americans have become so accustomed to stories of horrific violence in U.S. schools that anything short of murder is barely noticed which explains why such little attention was paid to a Redwood, Calif., eighth-grader who was caught bringing bags of homemade napalm to school one day. Or to a North Carolina vandal who painted "Boom your going to die" on the side of a school bus. Or to a teenage boy who shot himself in Onalaska, Wash., after ordering his girlfriend off a school bus. We don't want to exaggerate the amount of school violence in the United States. According to a 1998 report from the Center on Juvenile and Criminal Justice in Washington, D.C., parents have been unduly frightened by high-profile stories of school shootings. In truth, the number of U.S. children killed in school shootings last year dropped to 40 a decrease from the 55 killed in the 1992-93 school year. That said, we wondered whether schools in other countries were experiencing violence at levels similar to those in the United States. So as part of our ongoing studies of world-class schools, we decided to look at school violence in other developed nations.

I went to law school in Chapel Hill, and it's a cute little college town not unlike other college towns throughout the country. It's very mellow and relaxed lots of bakeries and coffee shops and used bookstores. It also has two fabulous food stores of the Berkeley Bowl variety. And if you like college basketball, it doesn't get much better. The summer is very hot and very humid, but it doesn't last that long, and the fall, spring and winter are all lovely. It has good food if by good food you mean good fried chicken but if you want Bay Area type fare, you'll be very disappointed. When I lived there, I was bothered by the rednecks and the conservatives and the bible thumpers but I was young and I didn't have a family, so the stuff that seems important to me now (good schools, family friendly, relaxed lifestyle) didn't seem important then. When I lived there, I didn't have a family or own a house, so I emailed a friend of mine for you. This is what he had to say:

"In 2002, 46.8 percent of fourth graders scored at grade level or above as compared to 68.8 percent in 2001 and 57.6 percent in 2000. A total of 62.9 percent of seventh graders scored at 2.5 or better. This compares to 73.3 percent in 2001 and 71.9 percent in 2000. Questions for the DPI, the State Board of Education, Phil Kirk, Mike Ward, Governor Easley, and members of the General Assembly: (1) What follow-up has there been from the audit panel report issued last December? (2) Were any lessons really learned from last year's math test fiasco? (3) How much longer will NC's children be guinea pigs in the DPI's ill-run testing lab? And most importantly...... (4) Given last year's and this year's massive failures, how can North Carolina parents, teachers, administrators, and students have any faith in any of DPI's tests? It appears that the ONLY gauge of quality of the tests are "reasonable" pass/fail rates. In Lou Fabrizio's words of last spring, we can assume that the "right" numbers are 85% pass, 15% fail. How can we ensure that "no child is left behind" and that no child is unfairly categorized as being "behind" with such shoddy instruments? If the testocrat agenda is to rule the day, when, at the very least, will they use legitimate tests?
