This project was intended to record in photographs, diagrams, and bilingual text as many indigenous technical skills and their artistic extensions as possible, and to present them in easy-to-follow detail. Additionally, they sought to encourage the community to add to this file of knowledge before skilled elders die or emigrate. The elders lessons were recorded between 16 July and 22 September 1990 in Niue. This first volume is drawn from that file. The teachers are women and men strong with skill and knowledge. Their identities are in the land that gives them a place to stand and the materials with which they work. Probably they are the last generation of their kind. It is hoped that they have been assisted in building a bridge to future generations of Niuean descendants, school children, artists, scholars, and others who will gain strength from their knowledge. Today, I am still trying to catch my breath as I travel back home. I have travelled through so many time zones, on four different airlines, through five big cities and up to the northern hemisphere. For a novice international traveller, I wouldn't have minded getting lost in the Yaeyama Islands. They are just like home. The idea of the conference was really promote understanding of Pacific Islands to Japanese people. I was privileged to have been selected from tiny Niue to join the other Pacific delegates. All of us were history teachers from different parts of the Pacific ocean but we had met once before at a workshop of the TTPF regional history project (another SPINF project). The fact that I was representing Niue (the "Rock of Polynesia" it is called now) was a little confusing because I am of Banaba ancestry (from Kiribati) but am a Fiji citizen married to a Niuean and living in Niue, which is politically linked to New Zealand. I am a Pacific "fruit salad" for sure. Arrival in Tokyo was a culture shock. All the super-modern technology that makes air, road and rail transport so comfortable is a credit to Japan but when I arrived it was obvious that more people than the whole population of Niue was standing around in the terminal at Narita. Then the winter chill hit me and I felt frozen.

In September 2000 these discussions resulted in the adoption of the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the western and central Pacific, that will place increased MCS responsibilities on FFA member countries.

The 1980-1985 Niue National Development Plan (NNDP) had a number of objectives relating to the environment "as government is aware of the dangers from unwise practices" (Sloth, 1988). The 1985-1990 NNDP emphasises socio-economic development and social services and does not specify protection of the biological environment, although it is recognised in one chapter. The role of traditional law in the management of island affairs is very strong. Traditional conservation measures are in effect for different times of the year and for different species (UNEP/IUCN, 1988). Customary restrictions, or "fono", are applied from time to time in certain temporary "reserves" which allow the recovery of exploited resources (Yaldwyn, 1973). There is no protected areas legislation and no formally protected areas, although there is a "tapu" forest area. Despite a lack of government legislation under which reserves may be created, the existing tapu forest is probably secure. Niueans and the Government own all the land; no alienation is permitted, although the government may lease areas for up to 60 years (Hay, 1986; SPREP, 1980; UNEP/IUCN, 1988).
