The subcontract, which should be awarded by July 1, includes such services as operation and maintenance of the Laboratory's utility system and infrastructure; custodial services; waste removal; maintenance of roads and grounds; construction support; and engineering services. Johnson Controls Northern New Mexico is a new company formed specifically to bid on the Los Alamos support services subcontract. The present subcontractor, Johnson Controls World Services Inc. of Cape Canaveral, Fla., holds a majority interest in the new company. Other partners in Johnson Controls Northern New Mexico are Morrison Knudsen Corp. of Boise, Idaho, Jacobs Engineering Group of Pasadena, Calif., and Duke Engineering and Services of Charlotte, N.C. "Ultimately, after reviewing the recommendations of the source selection team, it's apparent that the team did a very careful and conscientious job of evaluating the bids. Senate Bill 525, sponsored by Senate Pro Tempore President Ben Altamirano (D-Silver City) and House Bill 721, sponsored by Representative Irvin Harrison (D-Gallup) were overwhelmingly passed on Sunday afternoon, March 6, 2005, by a vote of 32-1 in the Senate and 41-19 in the House. This landmark legislation establishes by statute an advisory council comprised of 4 physicians (pediatrician, cardiologist, internist, and toxicologist) working in coordination with the Assistant Attorney General for Consumer Protection, designees of the Secretaries of Education, Environment, Health, and Children, Youth, and Families, as well as a biochemist, a nutritionist, a member of a Native American health organization, one high school student, one Food Service Director, a rancher, a farmer, and others, totaling 19 members. A state will tend to have more equalized funding when several conditions apply: a) the state takes on a larger share of the funding (as opposed to when individual school districts raise the majority of funds through property taxes); b) states target their funding to poorer districts, and; c) states take into account regional differences in the cost of education (for instance, it is more expensive to educate a child in New York City than in Plattsburgh.) Until 1997, the state of New Mexico contributed about 74 percent of school funds. In 1997 the legislature passed a revised school funding formula (S.B. 100), increasing the share of funds to around 84 percent and targeting more of these funds to at-risk students. Money raised in individual school districts may go towards construction and maintenance, but not for school operating costs. Their fervent, perpetual quest to detach the teen-ager from his bereavement failed, until a cousin sculptured a novel idea to soothe his pain. On Nov. 19, 1956, a first cousin took the grieving teen-ager to the New Mexico National Guard armory. "Raise your right hand," the cousin told young Baca. "What am I doing?" the youngster asked? "You're joining the National Guard," his cousin responded. Baca smiles when he fondly remembers that day. "I'd just lost my father; he'd died suddenly," the general said. "We were very close, and I was going through some tough times really torn up. I think my cousin thought he had to do something to get my mind off of losing my father." That's how Army National Guard Lt. Gen. Edward D. Baca launched his more than four-decade military career. He enlisted in Battery C, 726th Anti-Aircraft Artillery Battalion, New Mexico Army National Guard, and during the next six years served in various assignments, ranging from anti-aircraft gunner to supply sergeant. About six years later, his cousin presented an idea that catapulted Baca to the zenith of the Army and Air National Guard the presidential-appointed position of chief of the National Guard Bureau at the Pentagon. "You've gone as far as you're going to go as an enlisted man, you better attend officer's candidate school," his cousin suggested. Baca graduated July 20, 1962, three days before his 24th birthday.
