The project will target approximately 300 students. These students attend two community colleges and a university, as well as high schools. Each high school site will reach 40 students in grades 9-12. The lead institution is Santa Fe Community College (SFCC) in Santa Fe. Other key partners are Northern New Mexico Community College (NNMCC), which is located in Espanol and El Rito, and New Mexico Highlands University (NMHU) in Las Vegas. These post-secondary institutions are linking to public schools, regional education networks, and community-based organizations such as La Jicarita Enterprise Community. Why?

By Allan Olson Data-driven decision-making in education is gaining strong momentum, accelerated by the passage of the No Child Left Behind legislation and the need to document yearly progress. The goal of this new movement is to use accurate, timely information to identify student strengths and weaknesses; foster individual improvement and progress; ensure the academic growth of every child; and inform program improvement decisions. Truly effective data-driven decision-making requires that educators identify and collect the right information, based not only on NCLB requirements but on each school district's needs. Equally important is expert use of data and a willingness to challenge and perhaps even change existing systems. Accountability is key, too, for data-driven education to fulfill its potential for student improvement. Collecting the Right Type of Data An Education Commission of the States study of six exemplary school districts has found that the collection of achievement data is of most value in meeting the NCLB challenge that all students learn consistently and to high standards within 12 years. Meeting this mandate puts new emphasis on gathering data to gauge annual progress, best provided by tests that 1) align to state standards, 2) measure growth from year to year, 3) prove sufficiently challenging for each child, 4) provide results comparable across school districts, and 5) enable fast, effective reporting to schools and households.

Ten school districts, with a total student population of 16,701, are involved in the work of the consortium to varying degrees. Background: Teachers in the consortium have identified the state's standardized testing accountability framework as a major challenge to place-based teaching and learning. The communities of the consortium are challenged most by low employment and struggling economies; in many schools, education is a secondary concern to that of employment and subsistence. Goals: Because of distances between the districts, the principal objective of the consortium is to network students, teachers, and communities. Excited about and skilled in place-based education, the consortium's activities are comprehensive to cover a range of work from student leadership development, youth entrepreneurial training, curriculum development, and sustainable community planning. The Sangre de Cristo Consortium is working to overcome challenges in the communities and schools. Their main strategy is teacher and student collaboration for the design of meaningful curriculum; it is important for students to comprehend what makes a sustainable community, and to work toward achieving this goal.

Extractions: New Mexico was one of the first states to establish a public-private partnership to build telecommunications infrastructure, particularly for use in the public education system. However, legislation and regulatory actions mandating universal service have not been instituted, and there are severe obstacles to networking. For example, the state's many rural areas are difficult to reach because of the vast distances that separate them, and the state has a small population and high unemployment and poverty levels. Technet, a private nonprofit network, has served the state for ten years. The Information Network of Kansas and Nebraska Online used Technet as one of their models. Technet, a nonprofit fiber optic network linking national laboratories, governments, universities, and businesses, was established in 1985. Originally created by the state, three state research universities, and national laboratories and research organizations doing business in New Mexico, Technet's mission is to use networking technology to promote economic development and support education. With $2 million from the state and $1 million from the U.S. Department of Energy, Technet installed a fiber optic network that it planned to make self-supporting within three years. Technet partnered with professional associations such as the State Bar Association, the Real Estate Association of New Mexico, the Big I Insurance Association, and others who were willing to pay for electronic access to information from the government and other sources.
