This legislative requirement makes the accessibility of curricular materials an issue of even greater importance than it otherwise would be. We conducted our investigation by touring the School with two consultants from April 23-26, 1997; reviewing documents; and meeting with current and former staff, students and their families, and other interested persons. Our review of documents included numerous School and State documents and individual students' records. NMSVH is a residential facility, established in 1903 for the purpose of educating students with visual impairments. The census of students at the School, which once numbered two hundred or more, has dropped in recent years to between sixty-five and seventy students. The number of students in attendance fluctuates during the school year primarily as a result of expulsions and removal of students by their parents. The School educates some of its students year-round, while other students return home for the summer term. The School's summer program is open to young people who do not attend the School during the regular school year. Approximately half of the students at NMSVH have one or more disabilities in addition to their visual impairment; some of these children are nonverbal. Many of the students have behavior problems and some have significant medical needs. At least half of the students at the School are considered to be of average or above average intelligence.

It offers a look at who twice-exceptional children are and what they need to be successful. What Can We Learn from a Tale of Two Cities? By Linda C. Neumann This is not about the story by Dickens. This tale was recently reported by the Chicago Tribune newspaper. It is a tale about two school districts in two cities that coped with students special needs in two very different ways. The article described how a high school in a Chicago suburb is expecting a student next year with a life-threatening allergy to latex. Officials at the school have started addressing the situation a year in advance. Their goal is to make the school a latex-free zone by the time the student arrives. Already, officials have banned all latex products, from medical gloves, to swim caps, to balloons the standard decoration at school dances and graduation. They have educated the staff and students at the school about the need for the ban, and they have informed parents and other members of the outside community. Local florists, for example, know that the school can no longer accept deliveries of balloon bouquets. According to disability experts, this school is not the first to ban latex products. What sets it apart from others, however, is the lengths to which the school is going to accommodate the students special needs. The steps the school has taken go way beyond the requirement of the Americans with Disabilities Act to make reasonable accommodations. When asked about the schools efforts, the principal replied that the school was doing what was right and doable.
