The Whitman administration did give its opposition a target to shoot at, however: The state has used long-term bonds to pay off unfunded pension liabilities, allowing critics to complain that this shifts money that should have come from the operating budget to debt. New Jersey's legislature continues to lowball its projections on prison spending. Estimates have come in at least 6 percent under actual expenses for three years, requiring supplemental appropriations that are jokingly referred to as the "midcourse corrections correction." New Jersey makes good use of cost accounting to make decisions about privatization. It also has very good oversight of contracting. CAPITAL MANAGEMENT: B+ New Jersey's powerful unions complain when buildings aren't properly maintained, so maintenance issues get a lot of attention from the state's Capital Commission, a 24-year-old bipartisan entity which is responsible for capital planning. Fifteen years ago, the commission instituted a maintenance management system at 58 facilities in higher education and human services. This included a preventive maintenance program, and the program has continued ever since. The state is currently under court mandate to upgrade the condition of its school buildings, and bringing them up to snuff is going to strain future capital budgets.
