Having spent a good part of the past year studying this topic, I felt it would be appropriate to use this column to illustrate an important aspect of the relationship between boards of education and the New Jersey School Boards Association. I will detail my experience and the way board members directly influence the policies and lobbying initiatives of the Association. You probably know that policy for initiatives and the legislative lobbying efforts of NJSBA is determined at the two Delegate Assembly meetings held each year. You may not, however, be familiar with the way in which study groups help formulate those initiatives. Two Boards Articulate Serious Statewide Concerns Everyone involved in public education in New Jersey is aware that curriculum is now driven by the Core Curriculum Content Standards and that student mastery of these standards is now measured by a new set of tests or assessments-the Elementary School Proficiency Assessment, the Grade Eight Proficiency Assessment, and the High School Proficiency Assessment. What everyone might not be aware of is the positive way in which the initiative of two local boards of education led to the development of a set of substantive recommendations that will help shape the future of these assessments.

New Jersey?s compulsory education law states that every child between the ages of six and 16 must attend a public or private school, or receive "equivalent instruction elsewhere than at school". N.J. Rev. Stat. § 18A: 38-25. Responsibility for enforcing the compulsory education law rests with the local board of education. MANDATORY EDUCATION BILL PASSES - The New Jersey General Assembly, on Thursday June 23, voted 66-8-2 to pass S-2133, a mandatory education bill for new and re-appointed members of planning boards and zoning boards of adjustment. The NJ Senate on May 12, by a vote of 38-0, passed the same bill. It now goes to the desk of Acting Governor Richard Codey for his signature. NJPO in conjunction with the Department of Community Affairs, will set standards for a 51/2 hour training program. The bill passed the Senate by a vote of 38-0. The General Assembly combined its bill, A-3803, with the Senate version to produce one identical bill.
