In 19921 Nevis wrote to the secretaries of state for the colonies in London requesting that Her Majestys government sanction the separation of Nevis from St.Kitts.(2) In 1961 approximately four thousands persons assembled at Grove Park, Charlestown in a demonstration sponsored by the United National Movement urging that Nevis secede from St. Kitts.(3) at that demonstration a resolution was moved by the people of Nevis to separate from St.Kitts. In 1975, the Manifesto of the Nevis Reformation Party was in the following terms: "The Nevis Reformation party would strive at all cost to gain secession for Nevis from St.Kitts - a privilege enjoyed by the island of Nevis before 1882".(4) On the 18th of August 1977 a referendum was organised by the Nevis Reformation Party. Of the 4220 persons who voted, 4193 voted yes for secession, 14 persons voted no and there were 13 spoilt ballots.(5)

The intervention was generally popular among the population of St. Kitts and Nevis; some observers have suggested that Simmonds called early elections in 1984 in order to take advantage of this support. St. Kitts and Nevis has been an active participant in Caricom, the OECS, and the Regional Security System (RSS). The ninth meeting of the Authority of Heads of Government of the OECS (the organization's policy-making body) was held in May 1986 in St. Kitts; as rotating chairman, Simmonds headed both that meeting and the next one in Antigua in November of that year. Within the forum of Caricom, Simmonds has advocated increased cooperation to curtail drug trafficking and use within the region. To the casual observer, these islands might appear to be too disparate to allow for a common discussion. Consider, for instance, the differences in population, size, income, ethnic composition, and political status among the various islands. Anguilla's 7,000 residents live on an island totaling 91 square kilometers, whereas Jamaica has a population of 2.3 million and a territory of nearly 11,000 square kilometers. The per capita gross domestic product (GDPsee Glossary) of the Cayman Islands is nearly fourteen times as large as that of St. Vincent and the Grenadines. Trinidad and Tobago's population is evenly divided between blacks and East Indians, a pattern quite different from that on the other islands, on which blacks constitute an overwhelming majority. Although most of the islands are independent nations, five (the British Virgin Islands, Anguilla, Montserrat, the Cayman Islands, and the Turks and Caicos Islands) remain British dependencies.
