When I wrote the book there were eleven of these institutions with over 100,000 students each and with nearly 3 million students between them. Today there must be about 15 with nearly 4 million students between them. However, as you have heard, I now face a challenge that makes these numbers look like small potatoes. 4. NEW JOB This spring I will be leaving my two open universities, one in the US and one in the UK to go to Paris, France and become the Assistant Director-General of UNESCO, the United Nations Educational, Scientific and Cultural Organisation, with responsibility for education. 5. Difficult to draw conclusions about the sum of state-level novice teacher programming, because it is in constant flux 2. Possible to look at state level activity from several different perspectives, because of the various and complex themes that weave through beginning teacher support systems. This report takes one view point in presenting and analyzing the patterns in state-wide mentoring and induction programming. That approach views mentoring on a continuum in which assistance of novice teachers is at one end of the continuum and assessment of novice teachers is on the other end. Necessarily, that perspective "colors" how this information is presented and analyzed. What is presented here is: A chart summarizing some of the studies and illustrating the changing picture described above, plus references to all the studies I found.

OPINION By the Court, ROSE, J.: In this appeal, we examine the parameters of the Labor Commissioners authority to conduct hearings, render decisions and assess penalties involving prevailing wage issues under Nevada labor law. We conclude that, under the circumstances of this case, the Labor Commissioner properly heard and rendered a decision on public works project employees claims alleging inadequate payment under Nevadas prevailing wage statutes. While substantial evidence supports both the Labor Commissioners determination that the employees were not paid prevailing wages and his corresponding awards, we nevertheless conclude that the Labor Commissioner improperly assessed the employer a double penalty. FACTS The Clark County Board of County Commissioners awarded appellant City Plan Development, Inc., a contract to build a public work, Fire Station #26, which was completed in September 1999. Thereafter, twenty individuals filed wage claims against City Plan. The Office of the Labor Commissioner issued a notice of violations and scheduled a hearing on the matter. Former Deputy Labor Commissioner David Hill presided over the hearing and issued a decision adverse to City Plan on June 13, 2000.
