Extractions: Las Vegas, Nevada Nevada's tremendous population growth has dramatically changed the state's racial and ethnic picture. The Hispanic population grew 131% between l980 and 1990. Of the 124,000 Hispanics in Nevada in 1990, nearly 70 percent were from Mexico. Additional immigrants came from other Central and South American countries as well as Puerto Rico and Cuba. The booming job market in Nevada offered primarily poverty level or near- poverty level wages to many of these non-English speaking and unskilled workers. Southern Nevada nutrition specialists conducted a needs assessment in 1992. During this process local agencies expressed concern regarding the lack of educational programs for Hispanic families. Coordinators for WIC (a supplemental, nutritional program for Women, Infants and Children) reported that there were 5,223 Hispanic participants (35% of total) in the WIC program in Clark County. Difficulties were identified in meeting the needs of these clients since many did not speak English and needed more intensive nutrition education than WIC was able to provide. Initial screenings indicated a growing number of Hispanics at a high nutritional risk. In a recent study, Eliades and Suitor (1994) document food- related problems that immigrants experience in their new environment. Some of these problems are: a) difficulty in obtaining familiar foods and spices; b) when obtained, the cost of these foods is high; c) inability to locate acceptable substitutes for familiar food items; and d) inability to read labels and information on food packages.

The Nevada Head Start State Collaboration Office (HS SCO) is a federally funded grant from the Administration for Children and Families - Head Start Bureau. The Nevada HS SCO is housed in the Welfare/Child Care Division of the State Department of Human Resources. Although the HS SCO is funded federally, it is considered a state entity and, as such, reports to the State of Nevada in terms of accountability and authority. The mission statement of the Nevada HS SCO is as follows: "Through statewide partnerships, the Nevada Head Start State Collaboration Office enhances relationships, builds systems, and promotes quality services to meet the needs of young children and their families." In other words, the HS SCO works to develop significant partnerships between State of Nevada governmental departments, community agencies, and Head Start direct program service grantees in order to aid them in meeting the Head Start Performance Standards, and thus, the needs of Head Start children. Schools in rural America face an array of problems every bit as daunting and intractable as those confronting schools in urban communities. In rural communities, graduating students who see no future locally leave town, and a snowball effect begins. These young people are no longer there to start families, to send their children to school, to buy toothpaste from the local druggist or houses from the local realtor. A brain drain begins that leaves fewer high-quality workers to attract high-quality jobs. Fewer high-quality jobs means even fewer opportunities for the next generation of students, who will find themselves forced by economic necessity to leave the community. In fact, in 22 states, more than half of all rural schools lost students between the 1994-95 and 1997-98 school years, according to the newsletter Rural Policy Matters. Those states with the highest percentages of enrollment loss were Louisiana, Idaho, North Dakota, West Virginia and Wyoming. States with large rural populations have begun to face these and other problems of rural schooling directly.

Three out of every five current expenditure dollars were spent on teachers, textbooks, and other instructional services and supplies. An average of $6,911 was spent on each studentan increase of 6.2 percent from $6,508 in school year 199899 (in unadjusted dollars). Total expenditures for public education, including school construction, debt financing, community services, and adult education programs, came to nearly $382 billion. These and other financial data on public elementary and secondary education are collected and reported each year by the National Center for Education Statistics (NCES), U.S. Department of Education.
