The purpose of the implementation plan was to define the steps involved in achieving residential living arrangements which afford quality, stable services in settings with six or fewer clients. Since the plan was implemented, a local community agency, UCP/SCF, engaged in ongoing analysis of the efficacy of various design elements and carefully monitored the quality of life experienced by the clients who were placed in community living arrangements. In most cases they are subsequently prescribed cocaine-like, mind-altering drugs. Many of these children simply have never been taught to read. Clearly, there is a critical need to provide an objective, scientifically based definition of "learning disability," and this must be the central point of reforming IDEA.
