Extractions: The U.S. Department of Education has denied Nevada's application for grant money to fund start-up costs for charter schools. A similar grant that provided $2.5 million a year for three years is about to expire. The denial might affect schools set to open in 2005. Of the 17 states that applied for funding, Nevada was one of seven to be turned down. "Some of these funding decisions are based on the nature of our state law," said Tom McCormack, charter school consultant for the Nevada Department of Education. "They're interested in funding states whose charter school laws are friendly to charter schools." Six years after Pembroke Pines, a city in Florida, started its charter school system, its seven charter schools have earned praise from parents and the state. The 5,200-student system has become so popular that at times the waiting list for the seven schools has risen above 10,000. The schools have received high marks from the state, which this year gave "A" grades to the elementary and middle schools, and a "B" for the high school. In 1998 the city of Pembroke Pines launched the charter school system in response to overcrowding at other public schools. The charter schools have some features that are rarely seen at traditional schools. Students at the charter high school can swim in an Olympic-sized pool, work on research papers at a Broward County library, and enroll in college classes taught by staff from Broward Community College and Florida International University.

Extractions: Evaluation of Charter Schools in Nevada Since Minnesota passed the first charter school law, 80% of the states across the nation have followed suit, and as of the 1999-2000 academic year, there were almost 1,700 charter schools in operation. Nevada is a relative newcomer to this process, but during 2001-2002, there were already 10 charter schools in Nevada, and more are on the way. This report looks at the oldest five of these schools, relying primarily on site visits utilizing document review, interviews, and observations. One of the schools is completing its fourth year of operations; the others are completing their third. Because charter schools vary considerably from each other, each is reported upon individually; however, there also seem to be some general statements that can be made. Fiscal Challenges Instructional Programs As in many other states, charter schools in Nevada are often faced with developing curriculum and instructional strategies within a short time frame. This forces the founders to choose between creating their own programs or buying programs off the shelf because they can be implemented quickly. Nevadas first charter schools have tended to take the second approach, relying heavily on such programs as NovaNet, Accelerated Reader, Core Knowledge, and Child U. It is too soon to tell if these schools will evolve into more creative programming to meet the individual needs of their specific clientele, although there are some hopeful signs.

The National Education Association (NEA) agrees with the goals of the new federal education law and is continuing its fight for high standards and accountability. Yet, as states release information on the vast number of schools and school districts that did not make AYP this year, it has become clear to many teachers, parents, administrators and other educators that the one-size-fits-all AYP system has many serious flaws that prevent a fair and accurate assessment of student progress. Class Attendance. AYP standards require that 95 percent of the class be present to take two standardized exams. In some cases, even if as few as one or two students are absent that day, the entire school can be labeled as failing to make AYP or, after two straight years, "in need of improvement."
