The project also addresses systemic changes in state policies to leverage funds to support staff development programs to improve behavior and instructional strategies, improvement of transition services, service integration, and personnel supply, however these objectives are supported by other funds. Most of the reform reports of the 1980s pointed out that a critical task ahead would be to improve instruction in foreign languages.
