BACKGROUND In the field of telecommunications it is essential that the latitude and longitude of antennas and towers be known to a high degree of accuracy. The coordinates are used to determine spacings between stations, determine antenna height above average terrain, assess potential impact of structures on air safety, allow efficient frequency reuse, and evaluate environmental effects, among other things. The proper specification of latitude and longitude is an integral part of the Commission's regulations; errors and inconsistencies could have technical and legal consequences. Until recently the determination of position in the continental United States was based on various geodetic reference systems that had been established over the past 70 years. The method for determining coordinates used in filing FCC station applications were based on these various geodetic reference systems as shown in the attached Table

To grossly oversimplify the examination though, one might say we got these places because we took them. We moved west through a process of conquest and occupation. Puerto Rico (and the Phillipines which we later let go) we were awarded for whipping the Spanish Empire in its halcyon days. We took our Pacific islands, and a handful in the Caribbean including Navassa, through a process of annexation facilitated by the Guano Act of 1856. Essentially, American farmers sought phosphate rich bird shit to dump on their fields to increase productivity, and the US government sanctioned the annexation of islands which contained said shit. This is how America expanded, through war and bird shit. Mistakes were made of course. Cultures were destroyed, kings were deposed, women and children suffered, and it was all unfortunate. The US has pretty much remedied what wrongs it could though, through free spam in some places and permission to build casinos close to our gambling starved mega cities in others. Regardless, we shouldn't celebrate our acquisition of these places so much as accept that we have them and try to manage their status with a level of integrity and responsibility which was absent in our eagerness to grab them in the first place.
