The U.S. Congress is composed of two bodies, the Senate and the House of Representatives. The Senate has 100 members - two senators for each of the fifty states. Senators are elected for six years. The House of Representatives comprises 435 Representatives; the number representing each state is determined by its population. Representatives are elected every two years. A Resident Commissioner for Puerto Rico, and Delegates from American Samoa, the District of Columbia, Guam and the Virgin Island complete the composition of Congress. For more information on the U.S. Congress, please check the Library of Congress Home Page - How does a Congressional bill become Federal law? The entire process is explained in the House of Representatives document How Our Laws are Made . Basically, a proposed law, whether initially introduced in the House or the Senate, must be passed by both the House and the Senate, in exactly the same form, and then approved by the President, before becoming a law.

Extractions: ADDRESSES CONDITION OF CORAL REEFS Questions and Answers The National Oceanic and Atmospheric Administration's National Ocean Service on September 18, 2002, released the first biennial "State of Coral Reef Ecosystems of the United States and Pacific Freely Associated States: 2002." The report - prepared under the U.S. Coral Reef Task Force's National Action Plan provides a scientific baseline for subsequent reports on the health of U.S. coral reef ecosystems. NOAA and others involved in coral reef protection and management will use the report to evaluate coral reef conservation and management practices and help shape future actions and priorities concerning management and protection of these unique and valuable resources. Background on the Report Under the Coral Reef Conservation Act (Public Law 106-562, U.S.C. 6401 et seq.), enacted in December 2000, the Secretary of Commerce is responsible for helping to preserve, sustain, and restore the condition of coral reef ecosystems. The Act authorizes funds for the Secretary to establish a new Coral Reef Conservation Program and to fund a National Program to map, assess, and monitor coral reef ecosystems and conduct research, restoration, public outreach efforts and remove grounded vessels, fishing gear, or marine debris.

Extractions: Washington DC: Congressional Research Service Library of Congress October 7, 1993 Summary This report lists 234 instances in which the United States has used its armed forces abroad in situations of conflict or potential conflict or for other than normal peacetime purposes. It brings up to date a 1989 list that was compiled in part from various older lists and is intended primarily to provide a rough sketch survey of past U.S. military ventures abroad. A detailed description and analysis are not undertaken here. The instances differ greatly in number of forces, purpose, extent of hostilities, and legal authorization. Five of the instances are declared wars: the War of 1812, the Mexican War of 1846, the Spanish American War of 1898, World War I declared in 1917, and World War II declared in 1941. Some of the instances were extended military engagements that might be considered undeclared wars. These include the Undeclared Naval War with France from 1798 to 1800; the First Barbary War from 1801 to 1805; the Second Barbary War of 1815; the Korean War of 1950-53; the Vietnam War from 1964 to 1973; and the Persian Gulf War of 1991. In some cases, such as the Persian Gulf War against Iraq, Congress authorized the military action although it did not declare war.
