Extractions: FOR RELEASE WEDNESDAY, AUGUST 4, 1993 NAURUThe Republic of Nauru, which will host the 15-nation South Pacific Forum next week, today inaugurated a new domestic and international telecommunications network that provides direct digital communications to the world. Nauru will also have in place a cellular telephone system serving 1500 customers. The South Pacific Forum was formed in 1971 to address regional trade, economic and environmental issues. The Forum is comprised of Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, New Zealand, Niue, Papua New Guinea, the Republic of Marshall Islands, Solomon Is- lands, Tonga, Tuvalu, Vanuatu and Western Samoa. At this year's Forum, items such as the dumping of nuclear and hazardous waste, carriage of plutonium, climate and sea level change, regional security and political issues will highlight the proceedings. Nauru is a 21-square kilometer (8-square mile) island located 3,930 kilometers (2,445 miles) southwest of Hawaii and has about 9,000 residents. The completion of this latest project in Nauru's 25th Year of Independence marks another milestone in the island's advances over the past quater of a century.

The New Zealand Herald Under a regional transport plan, Australia has provided $2 million for a Pacific Regional Transport Study aimed at rationalising airlines and shipping. According to the Age Nauru, which is technically bankrupt, is the starkest example of the economic crisis confronting the region. The island has a population of around 10,000 and is largely a barren wasteland following decades of having its phosphate reserves plundered. Most of the property owned by the Nauru Phosphate Royalties Trust has been handed over to receivers after Nauru failed to re-finance a $230 million loan. As a fairly typical Aussie, my childhood memories are forever splashed with the joy of water. When I remember summer I smell wet grass, I feel the cooling spray of a backyard sprinkler and hear the squeals of my siblings as they try to empty our swimming pool with dive bombs. When I reminisce about winter I see myself leaping into large puddles under heavy skies. How things change in 35 years. My daughter is nearly two - she's never seen a sprinkler, rarely smelt wet grass, knows not to waste pool water and until now has only jumped in puddles a couple of times in her life.

Although there have been dramatic changes in the global political environment such as the end of the Cold War, there continues to be threats to humanity represented by the continued possession of nuclear weapons and the attendant possibility of use or threat of use of nuclear weapons. The CTBT is a crucial element of any nuclear non-proliferation strategy and eventually disarmament. It will prevent nuclear weapon states from testing or having confidence in new designs of nuclear weapons. The CTBT can also prevent any potential violators from developing thermonuclear weapons where they already possess fission weapons or develop such weapons clandestinely. Ladies and Gentlemen, The Republic of Nauru is pleased to participate in this historic Millennium Summit of the United Nations. Despite having only joined the United Nations last year, Nauru values highly the work of this august body and also holds the highest expectations for its success in the new century. For it was through the assistance of the United Nations some thirty five years ago that the people of Nauru secured the support of the international community for a vote of self-determination. Having enjoyed thirty two years of independence Nauru is greatly encouraged that, through the assistance of the United Nations, our brothers and sisters of East Timor have secured a path towards independence. On this occasion we join in prayer the families of the three UN personnel killed yesterday on duty in East Timor. And yet, we can remain confident that the continued support of the United Nations can see the people of East Timor through their final step of nationhood. On the other hand, our Melanesian brothers and sisters in West Papua are still striving to break the imposition of colonial domination and foreign control, following the so-called Act of Free Choice in 1969. It is imperative that West Papua be given the rightful opportunity of a democratic referendum of its indigenous peoples, to exercise at last their right of self-determination. The United Nations cannot stand by and witness the destruction of the people of West Papua, where already more than half a million have been lost to human rights abuses. We must not in this area witness another catastrophe as occurred in East Timor.
