Print this page Annual Report Manila, regional delegation (Australia, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, New Zealand, Palau, Papua New Guinea, Philippines, Solomon Islands, Tonga, Tuvalu, Vanuatu, Western Samoa and the other island territories of the Pacific) The regional delegation in Manila changed its structure somewhat in 1996 with the addition of a part-time ICRC representative for the Pacific, based in Fiji. The newly appointed representative was active primarily in promoting knowledge of and compliance with international humanitarian law across the region, thus leaving the Manila-based regional delegate more time to concentrate on the Philippines, Papua New Guinea, Australia and New Zealand. Like all ICRC delegations, the Manila delegation worked to promote adherence to the various instruments of international humanitarian law by the States within its region. In June, Palau acceded to the four Geneva Conventions and their Additional Protocols. In July, the Philippines ratified the 1980 UN Weapons Convention and three of its four Protocols.

This unique new research training programme is designed to provide a springboard to PhD-level work. It is offered in collaboration with the AHRB Centre for North-East England History, which means students benefit from the combined expertise of regional historians based in the universities of Durham, Newcastle, Northumbria, Sunderland and Teesside. Compulsory modules (120 credits) are offered through a programme of workshops and seminars, covering a wide range of topics including: introduction to information skills; dissertation preparation; research methods in history; IT and history; issues in regional history; approaches to regional history. All modules are assessed by submitted course work. In the final semester students complete a dissertation on their chosen aspect of regional history (60 credits). A good 2:1 Honours degree in history or a related field. Applicants whose first language is not English require IELTS 6.5, TOEFL 575 (paper-based) or 233 (computer-based), or equivalent.

It is a non-political, technical assistance and research body, fills a consultative and advisory role. SPC has constantly evolved, both reflecting and shaping the island regionalism that has built today's Pacific. Its capacity to adapt to the changing needs of both territories and independent island countries has enabled SPC to survive for more than half a century and will ensure its continuing role in the social and economic development of the Pacific Island region. all 22 Island countries and territories are full members , along with the five remaining founding powers (the Netherlands is no longer a member; the United Kingdom, which had earlier resigned, rejoined in 1998). The World Bank has predicted that the events of September 11 will exacerbate the already gloomy global economic outlook. Its ripples will be felt across all of the world's regions, particularly in countries dependent on tourism, remittances and foreign investment. It is thus critical that the Security Council allow the competent bodies of the U.N. to assess the costs of extending, expanding or adding new peacekeeping operations before implementation.

As one half of the second largest island in the world and of the PACP countries, it shares a land border with Indonesia and is just across the Torres Strait from Australia. At the same time, it suffers from internal remoteness due to its extreme topography. A further distinction is the considerably varied pattern of colonial and selfgovernment that preceded independence. The great majority of the African and Caribbean ACP countries were formerly French or British colonies that gained independence in the 1950s or 1960s. The PACP countries (with the exception of Samoa, which gained independence in 1962) attained full independence in the 1970s and 1980s. Nor were the former colonial powers exclusively or primarily European nations.
