Program Participants More than 13 years after the dedication of the first research site of the U.S. Department of Energy's Atmospheric Radiation Measurement (ARM) Program, the primary tenet of the program has remained unchanged: to improve the performance of the general circulation models used for climate research and predication by improving how those models deal with radiative energy transfer and the impact of clouds. The initial concept for ARM came out of a series of studies that fell under the auspices of the Intercomparison of Radiation Codes in Climate Models (ICRCCM). ICRCCM pointed to several key issues that are now central to the ARM approach and strategy. First, ICRCCM was based on an assertion that one must understand the quality of the physics inside a climate model if one is to understand the quality of the climate model itself. Second, it is possible, and in fact necessary, to understand the relatively coarse representations of the physical processes in a climate model in terms of higher resolution process models. Finally, the hierarchy of models that leads to needed parameterizations must be built on a sound base of experimental verification.

Nauru's history until independence in 1968 was one of colonial exploitation, social and environmental devastation, and great profits for the British, Australian and New Zealand governments which jointly administered the island after a period of German rule. It now faces being wiped off the map by rising sea levels due to global warming, rising unemployment after the downsizing of the public service and Nauru Phosphate Corporation which provided 95% of all employment, and threats of financial sanctions because of European crackdowns on money laundering and tax haven operations. Against a backdrop of pressure from the EU, Australia and New Zealand, and multilateral financial institutions like the ADB, in 1999 Pacific Island Forum leaders endorsed the development of a Pacific regional free trade agreement and tasked the forum secretariat to prepare a text. This was closely based on recommendations of a 1998 report by Robert Scollay, director of Auckland University's APEC study centre. In 1900, Germany controls the vast majority of the region, including the Marshall, Caroline, and Northern Mariana Islands as well as Belau and Nauru. Britain holds a protectorate over Kiribati, which later becomes a formal colony, while the United States has political authority over Guam. The presence of larger numbers of Westerners and the continuing activities of Christian missionaries have an increasingly profound impact on many Micronesian cultural and artistic traditions Of all the cultural regions of the Pacific, Micronesia is the most severely impacted by World War II. Between 1941 and 1945, Allied and Japanese forces fight many of the major battles of the Pacific campaign on Micronesian islands. These include Tarawa in Kiribati, Chuuk (then known as Truk) in the Caroline Islands, Peleliu in Belau, and Saipan in the Mariana Islands. In 1945, the aircraft Enola Gay takes off from Tinian in the Marianas to drop the atomic bomb on Hiroshima. After the Allied victory, control of Japan's Micronesian possessions is transferred to the United States, which administers them as a Trust Territory. In 1946, the U.S. begins the first in a series of nuclear weapons tests in the Marshall Islands when it detonates an atomic bomb on Bikini Atoll. The testing program ends in 1958.

As is the case in Polynesia, the islands of Micronesia are eventually charted through the combined efforts of official exploring expeditions and the chance discoveries of whalers and other commercial vessels. Along with steel tools and other aspects of Western technology, European and American sailors introduce diseases such as smallpox, which decimate the populations of many Micronesian islands. During the 1850s and 1860s, European traders establish outposts on a number of Micronesian islands, including Yap, Kiribati, and the Marshall Islands, and the first Christian missionaries begin to arrive. In one case, an American sailor, David O'Keefe, who is shipwrecked on Yap in the Caroline Islands in 1871, plays a significant role in perpetuating one Micronesian artistic tradition . Over the next thirty years, in exchange for copra (dried coconut meat), a valuable trade commodity, O'Keefe uses a Chinese junk to assist the Yapese in transporting their enormous stone money disks, which they quarry in the neighboring archipelago of Belau. Extractions: of The University of Adelaide Harry Maude, like many of his and earlier generations, had read and responded to the timeless appeal of the novels of Herman Melville, Robert Louis Stevenson, Charles Stoddard, Jack London and Louis Becke, and been fired with a passion to experience the romance of the South Seas: Brought up on a diet of The Swiss Family Robinson and Ballantyne's Coral island, and later on Stevenson, Melville and Stoddard, with Stewart's Handbook of the Pacific Islands under my pillow, I had only one idea in life and that was to go out to the South Seas and stay there. He was fortunate therefore that in 1928, the year he commenced reading for an Honours degree in Anthropology at Cambridge University, students were for the first time permitted to specialise in India and the South Pacific as an alternative to Africa. In that year he read as much as he could on Pacific anthropology, laying the foundations of his library with early purchases by authors like Rivers, Haddon and Malinowski. These did not dispel his own vision of the South Seas and on graduation Maude nominated the remote Gilbert and Ellice Islands Colony - "where Melville found his Mardi and Stackpole his exemplar of the blue lagoon" - as his sole choice in his application for a cadetship in the Colonial Administrative Service.
