While the government has agencies dedicated to addressing the particular needs of such groups and has many directly relevant policies, the policies too often are not implemented on the ground. Over a million children were affected by the tsunami. According to UNICEF, nearly a third of the estimated 280,000 dead were children, who could not save themselves when the waves struck. Thousands of children were killed in India, and tens of thousands lost relatives. Children are especially vulnerable in disasters because they can easily become victims of illness, malnutrition, trafficking or sexual violence. Activists complained that during immediate relief and rescue operations, there was a lack of sensitivity to the needs of children, particularly the need for special food, nutrition, or psychological care. These were later addressed by some humanitarian agencies and voluntary organizations.
