At a press conference last week, Prime Minister Nahas Angula said it was gratifying to note that the civil sector is looking out for the needs of disadvantaged groups in society. However, the Premier added that they should bear in mind that the initiative was originally mooted by the government before it was shelved. While at the same time welcoming the idea, Angula said more needs to be done to integrate it with other existing social benefit schemes. "It needs to be synchronised with other social structures like the old age social grant, grants for orphans, people with disabilities, the social security grant and the workers' compensation," he said. To the BIG coalition, the Premier added that it is more of a question of affordability, where 60 percent of the Namibian population still live below the poverty line. "Let us therefore grow the economy and increase the cake and share it equally so that all can benefit," concluded the Prime Minister.

It also limited the administrator president to two 5-year terms and provided for the private ownership of property. The three branches of government are subject to checks and balances, and a provision is made for judicial review. The constitution also states that Namibia should have a mixed economy, and foreign investment should be promoted. While the ethnic-based three-tier South African-imposed governing authorities have been broken, the current government pledged for the sake of national reconciliation to retain civil servants employed during the colonial time. The government is still organizing itself both on a national and regional level. The Constituent Assembly converted itself into the National Assembly on February 16, 1990, retaining all the members elected on a straight party ticket. The judicial structure in Namibia parallels that of South Africa. In 1919, Roman-Dutch law was declared the common law of the territory and remains so to the present.

Over the past 10 years, land prices in Namibia have increased by more than 200 per cent, on average, from an average N$70 a hectare to over N$300 a hectare. In the last week of August, Swapo Congress said a large number of farms owned by foreign absentee landlords remained under-utilised. Government records indicate that South African nationals own at least 82 farms totalling around 805 699 hectares of land while Germans own a further 82 farms which total 337 849 hectares. Cabinet said the figures represented only a fraction of farms owned by foreign nationals in the country. Many farms owned by foreigners in closed corporations with Namibians were still under investigation. In 1995 alone, close to 275 farms or six million hectares were converted into closed corporations as gifts or donations. Government has acquired in excess of 567 000 hectares of freehold farmland since Independence, spending over N$70 million in the process. About 243 000 communal farmers are still waiting for land. To resettle them, Government needs N$900 million to buy 9,5 million hectares. According to Government statistics, about 30,5 million hectares is owned by white farmers and only 2,2 million hectares by black farmers. Absentee landlords own a further 2,9 million hectares while the state owns only 2,3 million hectares.

    Extractions: The building dates back to the German colonial era and was officially opened in 1913. At that time the public was considerably agitated by the supposedly unfavourable location of the building at the top of a hill. The name has been kept to this day. With the independence of Namibia in 1990, Dr. Sam Nujoma became the first president of the new country. Nujoma represents the "South West Africa People's Organisation", in short SWAPO. It led the longstanding guerilla war against the South African apartheid government, which pursued the politics of racial segregation and racial discrimination. Namibia's independence was initiated by free elections in 1989. For the first time, the black majority had the right to vote. The SWAPO emerged from these elections as the strongest political force. Following this, the legislative assembly unanimously elected Sam Nujoma president.
