Montana is probably the only western state that currently has no regulating requirements for private behavioral healthcare organizations. The State of Montana had issues with safety and not being able to respond appropriately to inquiries concerning these programs. The white paper resulted in meetings in different cities in Montana to discuss this matter. According to the white paper, the State has minimal knowledge or oversight of these alternative private programs, and current estimates indicate that between 800 and 1,200 students are being cared for in 29 private programs in Montana. As a result of the information presented during the hearings, the director of the state child welfare agency, Gail Gray, initiated research on the programs, resulting in the white paper report that defined the issues surrounding the alternative programs operating in Montana. This paper resulted in Director Gray's decision to hold meetings in the State with interested people. A number of providers throughout the State responded negatively with their perception that the report was inaccurate, inflammatory and reflected unfairly on the private programs. Their views were expressed at the meetings and hearings as well as in writing to Ms. Gray.

But for all their importance as refuges, the foundation said, they are rarely sites of academic rigor, creating a need for alternative schools intent on preparing dropouts not only for jobs, but for college as well. "When millions of children are not graduating, we have a civic, economic and social disaster on our hands," said Tom Vander Ark, the foundation's education director, adding that the gift is part of a campaign to create no fewer than 1,000 new schools in the next 18 months. "We think this is the most important problem in America, but what's so frustrating is that it's invisible. Very little attention is paid to the horrendous human toll that's going on." After climbing in most of the 20th century and peaking in the late 1960's, the national graduation rate steadily declined, settling around 70 percent in the last few years, the Department of Education says.

Gallatin Forest Travel Plan Comment Period Extended Im excited to tell you that the Gallatin National Forest extended the comment period on their travel plan to August 1, 2005. This extension will give Montanans a chance to spend more time looking over the plan and give the Forest Service detailed information about road and trail closures that dont make sense. Our National Forests and backcountry trails are a huge draw for Montana. Theyre a large part of the unique lifestyle we value and bring tourism dollars and provide jobs in the state. With Montanas economy becoming more dependent on tourism, I am concerned limiting OHV and snowmobile use could have a significant negative effect on our state as a whole. If a road or trail needs to be closed, I expect the Forest Service to explore all the options for the road, such as seasonal gate closures that will allow public access at least part of the time.
