Living with AIDS for many years, Sergei has received free treatment and medicine under a government program financed primarily by the World Bank and the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). The program has helped to change things for the better. But this was not always the case. âFour or five years ago I had to go to neighboring countries to buy medicines because they weren't imported into Moldova. Most people living with AIDS are poor and couldn't afford this. Besides, tests were done manually and mistakes were often made. We despaired and thought we didn't stand a chance of prolonging our lives,â explains Igor Kilcevski, the chairman of Credinta, the association for protecting people living with AIDS and integrating them into society. In June, the first-ever Joint Economic Task Force (JETF) meeting was held in Chisinau, Moldova. Historically in Eurasia, these government-to-government meetings are established as biannual events to discuss issues relating to the emerging market economy of the particular nation involved. Often, the key issues raised are matters relating to the IMF or World Bank, the pace of market reform, and the overall economic conditions for attracting foreign direct investment from the United States and elsewhere. The June 2003 JETF meeting between the governments of the USA and Moldova focused on issues affecting the investment climate in Moldova. The U.S. delegation was co-chaired by U.S. State Department acting Coordinator for Assistance Programs to the region Tom Adams and U.S. Treasury Department Deputy Director for Russia/Central Asia/Caucasus Anthony Marcus. The Moldovan government delegation was led by Deputy Prime Minister and Minister of Economy Stefan Odagiu. The meetings were opened by U.S. ambassador to Moldova Pamela Hyde Smith who remarked that the task force provides both governments an opportunity to candidly discuss the progress of economic reforms in Moldova and current Moldova government economic policies. The ambassador outlined three priorities of the task force: to ensure that Moldova gets on target with IMF/World Bank recommendations, to encourage Moldova to integrate into the Southeastern European market structure, and to improve the overall investment climate in Moldova.

Moldova's location has made it a historic passageway between Asia and southern Europe as well as the victim of frequent warfare. Greeks, Romans, Huns, and Bulgars invaded the area, which in the 13th century became part of the Mongol empire. An independent Moldovan state emerged briefly in the 14th century under celebrated leader Stefan the Great, but subsequently fell under Ottoman Turkish rule in the 16th century. After the Russo-Turkish War of 1806-12, the eastern half of Moldova (Bessarabia) between the Prut and the Dniester Rivers was ceded to Russia, while Romanian Moldova (west of the Prut) remained with the Turks. Romania, which gained independence in 1878, took control of the Russian half of Moldova in 1918. The Soviet Union never recognized the seizure and created an autonomous Moldavian republic on the east side of the Dniester River in 1924. In 1940, Romania was forced to cede eastern Moldova to the U.S.S.R., which established the Moldavian Soviet Socialist Republic by merging the autonomous republic east of the Dniester and the annexed Bessarabian portion. Romania sought to regain it by joining with Germany in the 1941 attack on the U.S.S.R. Moldova was ceded back to Moscow when hostilities between the U.S.S.R. and Romania ceased at the end of World War II. The present boundary between Moldova and Romania was established in 1947. Moldova declared independence from the Soviet Union on August 27, 1991.

Over the next thousand years, the region variously came under the control of Huns, Ostrogoths, Magyars and Mongols. As an imperial border state (once again), Moldova was subject to frequent incursions by neighbouring powers, mainly the Russians who finally took over Moldova in 1792 under the terms of the treaty of Iasi. By 1861, Moldova had assumed its present form, including the sliver of land known as Transdnistria, to the east of the Dniester River and stretching east as far as the Romanian border (the territory went through more divisions, reallocations and occupation in the period up to 1945). The decision to ally with one or the other of its two more powerful neighbours Russia and Romania dominated Moldovan politics during the 20th century. Moldova next experienced a period of independence in 1918, in the course of the Russian Revolution, and then voted to become part of Romania. However, the Soviet Union objected and brought it within the Soviet orbit. It was then occupied by Soviet forces in 1940 under the terms of the Nazi-Soviet Pact. The German invasion of the Soviet Union put Moldova back under Nazi control; a brief period of unification with Romania followed before the Red Army overran it in 1944.
