It is certainly difficult to turn down this position, but I need to know what will happen with my teaching certificate if I do accept the position. Also, are there other ramifications I need to consider? A: When you sign a teaching contract, you are bound to it. Its just like buying a house or a car: You cant default payment if you change your mind. At the same time, many local school districts allow for an "early release" in certain circumstances. Check your local school board policy. Some districts require a "suitable replacement" be found before a teacher can break a contract; others require teachers to pay a penalty. The plan proposes the creation of a new K-8 school district, Matthews School District, from an existing K-12 school district, New Madrid County R-1. The State Board of Education (SBOE) received the plan at its November meeting and had 60 days to accept, disapprove or partially approve the plan. Because the Department of Elementary and Secondary Education (DESE) was unable to determine the fiscal or administrative viability of the proposed district, the State Board disapproved the plan and returned it to the New Madrid County Commission for amendment. BOARD TO DISCUSS LEADERSHIP AND EARLY CHILDHOOD PROGRAMS Leadership and Early Childhood Programs will be studied in-depth at the February Work-Study session. The Board asked that the discussion on Leadership continue from where information left off at the last meeting rather than repeat any previously received information. The Board also asked for an update on what has been done in this area since the last discussions. Dr. Thompson asked that classroom management/student discipline also be discussed as the Board explores the topic of Leadership, since this is an area where many principals spend much of their time.

Section 168.021, RSMo 2000, is repealed and two new sections enacted in lieu thereof, to be known as sections 168.021 and 168.025, to read as follows: 168.021. 1. Certificates of license to teach in the public schools of the state shall be granted as follows: (1) By the state board, under rules and regulations prescribed by it, (a) Upon the basis of college credit; (b) Upon the basis of examination; (2) By the state board, under rules and regulations prescribed by the state board with advice from the advisory council established by section 168.015 to any individual who presents to the state board a valid doctor of philosophy degree from an accredited institution of higher education accredited by a regional accrediting association such as North Central Association. Such certificate shall be limited to the major area of postgraduate study of the holder, shall be issued only after successful completion of the examination required for graduation pursuant to section 168.033 if appropriate, and shall be restricted to those certificates established pursuant to subdivisions (1) and (2) of subsection 4 of this section;
