Part D of IDEA actually predated the state grants that get so much attention today, and it has laid the foundation for these grants by providing research innovation, professional development of teachers and administrators, evaluation dissemination, and technical assistance to local special education programs. Part D of IDEA has a long history of improving behavioral outcomes, not just for students with disabilities, but for all youth in school. The Kelso, Mo., couple know Brent will never do well on the annual Missouri Assessment Program tests or any other academic assessment. The most they hope is that school will help develop their son's social skills. But the federal government has much higher expectations for Brent and other special education students. Under the No Child Left Behind Act of 2001, students with individual education plans, or IEPs, are held to the same standards as nondisabled students on annual state tests.

In addition, the two memorials should be integrated into a grand national monument by the National Park Service, the Missouri Memorial Association and the United States Navy. The park service administers the Arizona Memorial; the Missouri association is a private, nonprofit group; and the Navy supports them both. A combined Arizona-Missouri memorial could be arranged with relative ease, even with bureaucratic obstacles to be overcome. It would begin with a revision of the movie shown at the Arizona visitor's center that depicts the Japanese surprise attack on Dec. 7, 1941. The narrative would move swiftly from that day through a summary of the war in the Pacific and end with the ceremony in which the Japanese surrendered aboard Missouri at anchor in Tokyo Bay on Sept. 2, 1945. Then visitors would be taken by a Navy shuttle boat, as now, across the harbor to the graceful white bridge spanning the sunken Arizona. After that, they would again board the shuttle boat to go directly to Missouri. When that tour was finished, the shuttle boat would return to the visitor's center. This journey would eliminate the present cumbersome bus ride from the visitor's center around to Ford Island.

Lake Park, Maryland Kudos to the Garrett County Health Department for believing it could! Until 1999, the children of this rural, impoverished community did not have access to Summer meals. In the past, public and private groups had discussed the need for the program, but no agency felt capable of sponsoring it. Believing that healthy behaviors are caught not taught, the Departments nutritionists, health educators, and outreach staff identified the need to work with both children and their families to teach health education. To achieve this, it combined the funding sources from other grant programs. It also sponsored "Serious Fun Day Camps" for three weeks, in three targeted regions, to maximize limited staff resources. Most of the children were able to walk to the camps which were located in town parks. Children were taught nutrition and healthy behaviors while enjoying Summer meals. They often applied what they learned to real life by preparing their own lunches and snacks!
