Ms. Ehrhardt was Supervisor of School Library Services for the South Carolina State Department of Education from 1970 until the early 1980s. THE CRUCIAL YEARS: SCHOOL LIBRARY MEDIA CENTERS The years 1945-1985 were crucial years for school library programs, not only in South Carolina, but for the nation as well. The ALA Handbook for 1944 showed that only 15 states had school library supervisors. It was interesting to note that seven of these were Southern states, including North Carolina, Georgia, Florida and Tennessee. Tonight I should like to explore with you some of the significant events that have helped to shape the development of school library media programs in our state. The first significant factor was the employment by the State Department of Education of the first Supervisor of Library Services. It is seldom that one can pinpoint the beginning of a library media program, but this is not true of school library media services in South Carolina. The date was March 29, 1946, and the time was 11:00. It was then that an announcement was made to the School Library Section of the South Carolina Education Association which was in session at University High School here in Columbia that the State Department of Education had received a grant from the General Education Board (of the Rockefeller Foundation) to employ a Library Supervisor. This was the first attempt to bring structure into what had been haphazard library development in the schools.

Extractions: School Libraries Get Top Marks with Help from IMLS Grants Students in schools with media centers that are well-staffed, have networked technology, and have strong collections perform better on standardized tests, according to a major study funded in part by IMLS. The Library Research Service of the Colorado State Library released a report in June 2000. It showed that state reading scores for students in schools that focused on improving their library programs were, on average, eight to 21 percent higher than similar schools without such development, even when other factors like community demographics are taken into account. Findings from this and other studies across the country prove what many in the library community already know: that school media centers can make a big difference in student achievement. Through the administration of Library Services and Technology (LSTA) grants through state library agencies, IMLS has developed a track record of support for school libraries and librarians. Many of these libraries are earning extra credit with students, teachers, principals, and communities with projects that reach underserved audiences, promote literacy and reading, improve collections, and use technology creatively. Lesson in partnership The Federal Hocking School District is located in the rural foothills of the Appalachian Mountains in southeastern Ohio. District services are spread across 250 square miles, and the public library is as far as 20 miles away from the homes of some residents. District librarian Bonnie Lackey strives to provide library services to the district's 1,444-student population, which includes many from low-income families. A coalition between the school district and the Nelsonville public library was formed as a result of LSTA funds. The coalition established the

Extractions: ABOUT MISSISSIPPI COLLEGE Historical Highlights of MC Mississippi College, originally known as Hampstead Academy, received its first charter, signed by Governor David Holmes, on January 24, 1826. The name was changed to Mississippi Academy in 1827 at the request of the board of trustees. Three years later, on December 18, 1830, having become an institution of collegiate rank, the name was changed to Mississippi College. It was the third such institution in Mississippi, but as the other two institutions no longer exist, Mississippi College today has the distinction of being the oldest institution of higher learning in the state. Mississippi College, during its early years, was not church-related and was once offered to be 'the' State University. It has past affiliations with the community, the Methodists, the Presbyterians, back to the community and since 1850 it has been operated by the Mississippi Baptist Convention through an elected Board of Trustees. A private institution, the College in its early years was coeducational and in 1831, Mississippi College became the first such college in the U.S. to grant a degree to a woman.

Gregory Woods Research Findings Effective schooling research identifies schooling practices and characteristics associated with measurable improvements in student achievement and attitudes and excellence in student behavior. One of these "effective schooling practices" is the element of strong instructional leadership. What are the research findings regarding district, school and classroom practices for improving student achievement via instructional leadership? Consistency in the findings across a great many studies using a variety of methodologies is strong. Effective Schooling Practices: A Research Synthesis 1990 Update , published by the Northwest Regional Educational Laboratory, indicates that there are several effective instructional leadership practices contributing to a positive school climate and culture.
