Extractions: Towards Digital Equity in Mississippi When the Mississippi Department of Education was awarded a PT3 Catalyst Grant to help Mississippi's teacher education programs better integrate technology, its first challenge was to build bridges among the institutions of higher learning. According to Helen Soulé, MDE's former PT3 project director, building bridges and transforming the traditional relationship between the state and the university communities has been an evolutionary and challenging process, but a valuable one. Mississippi applied for the PT3 grant as a means of building digital equity between the preservice teachers coming into the classroom and their K-12 counterparts. The state already had made significant progress in K-12 connectivity and professional development, having trained over 40 percent of the K-12 teachers in the state. But similar investment had not been made in the teacher training programs that supplied the state's schools. While technology standards for teachers have been in place for several years, few teacher education classrooms had Internet-connected computers. So when new Mississippi teachers entered the K-12 classroom, too many were unprepared to incorporate the technology into their lesson plans.

On academic measures the state that once led the country in public education now leads only Louisiana and Mississippi... now that's something to be proud of... "woo-hoo, we beat Louisiana and Mississippi" (how much you wanna bet that most CA students cannot even spell either of those state names?) It's really stunning to see how little $45 billion a year buys you these days, almost half of California's budget, 43% to be exact is spent on public education and that's not even getting into the massive bond measures that have been floated in recent years to pay for public school infrastructure. Putting these kids through school and getting them into college is not only a priority, it's vital to the economic future of the State. Not only do we require an educated work force, people who are not qualified for well paying jobs consume more public services than those who are well employed. Therefore, not only do we need to generate the tax revenues through growing the economy, we need to minimize the public services expenditures from those that didn't get the education we paid for. And when I look at how much I pay in property taxes every year, well it just plain out pisses me off. Wonder what the schools are like in Colorado?

Mississippi has committed to major increases in teacher pay, and also faces the risk of unbudgeted Medicaid growth. These commitments might be hard to meet in the event of an economic downturn. Over the course of the past few years, Mississippi has taken several steps to provide flexibility in its hiring process. It has moved away from a focus on arbitrary education and experience requirements for new employees, and toward a reliance on skills and general competence. Now it is trying to cut back on the use of testing as well. Most recently, the state gave up testing for workers in its correctional facilities, a source of many low-paying jobs with high turnover rates. There was some initial concern about a loss of employee quality, but research indicated that in the past, tests had weeded out only a small percentage of weak applicants. Now the Department of Corrections evaluates candidates itself and hiring is far more rapid. They might also want to do a little more for the work force of the present. The legislature stiffed state employees out of pay raises last year; not a good plan for maintaining worker satisfaction.
