Extractions: Guarantee Agencies Federal student loans are extremely low risk loans, as compared with other types of unsecured loans, in part because the Federal government guarantees them against default. This section of FinAid provides information about student loan guarantee agencies, also referred to as student loan guarantors and student loan guaranty agencies. Guarantee agencies insure student loans against default. The 1% guarantee fee that is collected from each disbursement is paid to the designated guarantee agency to cover the costs of insuring the loan. (Some guarantee agencies have built up enough of a reserve that they are able to waive or reduce the guarantee fee.) If the borrower defaults, dies or becomes totally and permanently disabled, the guarantee agency reimburses the lender for the balance remaining on the loan. Extractions: SEER is a cooperative program that helps state education agencies in their efforts to strengthen the role of environment-based educational approaches in K-12 curricula and systemic reform efforts. SEER's staff coordinates professional development activities and research programs, disseminates educational resource materials and provides technical assistance to the states. A 1994 study of federal and state education agencies, local school districts, universities and environmental organizations revealed a broad-scale need for better information about strategies that are working to integrate environmental content, pedagogy and principles into formal K-12 educational systems. This study found that EE had achieved only minor integration in systemic education reform efforts. (Click here to see a copy of the report) As part of the study, environmental education coordinators from nine state education agencies convened to identify what specific steps needed to be taken to build a better knowledge base for the field. Among their recommendations was the establishment of a national entity that could help facilitate information sharing among the EE coordinators in the various state agencies and identify successful implementation strategies that might be replicated.

Oppose Dangerous, Unproven Abstinence-Unless-Married Education Programs Since 1996, Congress has committed over one billion dollars in federal and state funding for unproven abstinence-unless-married education programs. Moreover, President Bush requested that funding be almost doubled in his FY 2005 budget proposal. This request for additional funds comes at a time when most public health programs are facing severe funding shortages. The drive to increase funding comes despite research, which shows that sex education that teaches about abstinence as well as contraception (comprehensive sex education) is effective in helping teens to delay sexual activity; in contrast, no such research exists for abstinence-unless-married education. Federal abstinence-unless-married programs are required to teach adolescents that abstinence from sexual activity is the only acceptable form of behavior outside of marriage ( for people of any age In addition, programs receiving federal funds are prohibited from providing information about contraception
