The territory is made up of 607 islands and atolls, of which 40 are a significant size. Most of the islands are of coral formation either being atolls with a series of islets and a lagoon or low flat coral pancakes. Yap is at the southern end of a great submarine ridge and volcanic outcropping has occurred in the five largest island clusters. Micronesia History Economy Under the terms of the Compact of Free Association, the U.S. provided FSM with around $2 billion in grants and services from 1986 to 2001. The Compact's financial terms were renegotiated for a 20-year period through 2023. In 2002 the U.S. provided more than $100 million in Compact grants an amount equivalent to over one-third of FSM's GDP plus more than $20 million through other federal programs. The FSM public sector plays a central role in the economy as the administrator of the Compact funds. The national and state-level governments employ over one-half of the country's workers and provide services accounting for more than 40%of GDP. Beginning in 2004, assistance under the amended Compact will be distributed via grants to the following six sectors: education, health, infrastructure, public sector capacity building, private sector development, and the environment.

Economic Trends and Prospects in Developing Asia The economy grew in FY2002, albeit more slowly than the past 2 years. Growth was supported by increased government spending using "bump-up" Compact funds. The consolidated fiscal position conceals the need for the national and all four state governments to make significant fiscal adjustments in view of lower Compact funding expected from FY2004. Growth is projected to pick up in FY2003. GDP increased by 0.8% in FY2002 (year ended 30 September 2002), following growth of 1.1% in FY2001. With the exception of FY2000, growth has been very weak since the mid-1990s following reductions in Compact of Free Association funding. As the private sector and public enterprises did not expand in FY2002, yearly growth was driven by consolidated government expenditures, which increased by 2.3%. Based on employment data, the manufacturing, distribution, financial, and business services were the only sectors to expand. At the state level, GDP growth performance varied considerably. The respective growth rates were 6.8% for Kosrae and 3.0% for Pohnpei, and contractions of 1.8% for Chuuk and 2.3% for Yap.
Extractions: Government: The locally drafted constitution promulgated in May 1979 provides for a separate legislature for each of the four states of Kosrae, Yap, Pohnpei (formerly Ponape) and Chuuk (formerly Truk) and for a federal legislature (congress) of 14 senators. Each state elects one senator for a four-year term; these four are known as the senators-at-large. The other 10 senators are elected for two years and their representation is allocated according to the population of each state. The president and vice-president are elected by the congress senators-at-large.
