Extractions: A Guide to Living Standards Surveys and Their Data Sets. LSMS Working Paper #120, The World Bank, 1995 (updated on March 1, 1996). (To download the complete document, see instructions. The Living Standards Measurement Study was established by the World Bank in 1980 to explore ways of improving the type and quality of household data collected by government statistical offices in developing countries. The objectives of the LSMS were to develop new methods for monitoring progress in raising levels of living, to identify the consequences for households of current and proposed government policies, and to improve communications between survey statisticians, analysts, and policymakers. As of 1997, surveys with several, if not all, of the hallmarks of the Living Standards Measurement Study had been conducted in about two dozen countries. Although the first few LSMS surveys followed a very similar format, as time passed and countries with different circumstances were added, substantial variety arose in the surveys across the different countries. This section presents a brief history of the LSMS. In doing so, some explanations for the different outcomes in the different countries are given. The first two LSMS surveys were fielded in Côte d'Ivoire in 1985 and in Peru in 1985-86. In both cases financing was obtained from the World Bank's Research Committee and the main actor in implementing these surveys was the Living Standards Unit (now DECRG). The purpose of these surveys was to gather data that would allow the detailed study of household behavior and several aspects of living standards and to see whether such a complex survey design could in fact be successfully carried out in a developing country. On the whole, the Côte d'Ivoire and Peru surveys were successfully implemented. The data were gathered according to plan and were used immediately (and still are being used) for a wide variety of research projects and, less quickly and to a lesser extent, in support of the policy dialogue between the countries and the World Bank.

That dry diplomatic phrase can mean a great deal in the daily life of two nations. It opens the door to commerce and cultural exchange and, just as important, to contact and understanding. It doesn't mean that two nations have settled all their differences. It does not mean that they see eye to eye on all questions. But it does mean that they have chosen to explore the possibilities of cooperation, and of finding ways to identify and advance mutual interests.

Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol-in accordance with Article 2 (1) of its Constitution-ensures the closest possible co-operation between the criminal police authorities of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime.

While colonial doctrines differ among the European powers, particularly on the question of direct versus indirect rule, all Africans are affected by the imposition of new legal, religious, and economic codes. The development of anthropology as a scientific discipline coincides with Europe's closer association with African peoples, resulting in a greater understanding and appreciation of African societies, belief systems, and artistic practices. The ethnographic work of Marcel Griaule, among others, inspires Western interest in artworks from Mali created by Dogon and Bamana artists , and later the terracotta sculptures in Dakar, Senegal. Originally introduced as souvenirs from North Africa by Senegalese Muslims returning from the Hajj, or pilgrimage to Mecca, paintings on glass become a popular artistic medium in Senegal. Created by applying paint to the reverse sides of glass panels, this method becomes an attractive and durable means of producing portraits and illustrating religious stories and parables. Devotional portraits of Sufi saints and leaders of major Sufi Muslim brotherhoods is the primary genre of Senegalese glass painting.
