"There are other kinds of talents we want to celebrate," said Charles Lyons, superintendent of Shawsheen Valley Technical High School in Billerica which, like Nashoba Tech, dramatically cut its failure rates. "A lot of our kids learn by application rather than memorization. That's why many are turned off to chalkboard education." Lyons supports a class-action lawsuit that would allow schools to graduate vocational students who fail MCAS provided they demonstrate proficiency in their trade. Such students would be presented with a "certificate of occupational proficiency." On the one hand, the vocational schools claim that their students are learning a trade, and thus deserve an exemption. To me, that claim carries more weight than their second reason, which is that the MCAS is "unfair" to votech schools because such schools have more "low-income and special-needs students." The lower-income students, at least, are the ones who are most in need of education and were the students in mind when NCLB was implemented. Wouldn't the MCAS serve at least as a reminder to vocational schools that, in this day and age, a student with a shoddy education in math and English is going to be at a disadvantage even if the student is good with his hands, or has learned a specific trade?

Local July 18, 2005 Even as they are competing against charter schools and other options, Massachusetts school districts are increasingly embracing another form of choice. Now, 149 of the state's 328 school systems open their doors to students from other cities and towns. They woo the students with promises of safer schools, full-day kindergarten, and perhaps a better shot at making the basketball team. Only 32 school districts participated in 1991, after a law passed that allowed the transfers. For years, systems refused to take advantage of the law because they were full, or because they didn't want to compete with one another. Now, many say they have no choice because of tight budgets and dwindling enrollment. The law's aim was to improve education by forcing competition, and to appease those pushing for more freedom to choose schools. Under the law, students may enroll in another school system, space permitting, and the sending district must pay a percentage of the cost to educate those students. This can amount to $5,000 per student. Officials in participating systems say they accept students from other cities and towns because of the dollars that follow them. But they also grumble about districts snatching students, and deal with parents worried about out-of-towners edging their own children off the football team or the jazz band.

The NIOSH projects described in this section were in progress as of July 1, 1996. These projects have a particular focus on children and adolescents and take into account the unique characteristics and needs of this worker population as well as unique opportunities for prevention. The impacts of these projects will not be restricted to working children and adolescents. Control measures that reduce hazardous exposures to children will also protect older workers with similar exposures. Evaluation of community-based educational efforts can guide similar efforts for other worker groups. Also, providing children and adolescents with occupational safety and health knowledge and skills may reduce injury and illness rates in our future workforce.
