When we touch down, the pilot, after the usual announcements welcoming us to Los Angeles, says Live Long and Prosper! Whether he is referring to the earthquake or just trying to be humorous is unclear. No one pays any attention. Did the reference to Star Trek elude everyone or did they just not care? In April, 1994, President Bill Clinton signed into law The Goals 2000: Educate America Act. This bill details what USA school children ought to be taught and tested on in certain subjects. States will get federal money - $400 million - to develop performance and content standards, along with local governments and school districts. The bill encourages voluntary "content standards" in nine core subjects, English, mathematics, history, science, foreign language, civics, economics, arts and geography. The standards for Arts will include Media Literacy at all primary and secondary levels and so Goals 2000 becomes an important element in discussions on Media Literacy across the USA. California plans to introduce new legislation on media literacy in their war against television violence. Hawaii sees media literacy as something to help prevent racism. North Carolina, Florida, and New Mexico are other states which have educational legislation promoting media literacy.

Return Home Welcome to The Center for Media and Public Policy There was a time not that long ago when most conservatives believed they were unfairly taking a beating in the national news media. Many editors, reporters, news anchors and producers thought too many conservatives used them as political punching bags. Mark Tapscott regularly writes columns and op-eds on FOIA topics and has testified before Congress on the issue. Computer-Assisted Research and Reporting program that includes both peer-reviewed analytical assistance on reporting projects and Database 101/201 boot camps that have graduated more than 250 editors, producers, reporters and researchers representing nearly 100 major media organizations since 2000. The "Heritage and the 21st Century Media Project" focuses on the explosion of blogs and citizen journalism online that is re-shaping America's news landscape by giving voices to millions of Americans who were largely ignored by traditional print and broadcast news organizations. This Media Center program features regular panels that bring together top bloggers, journalists and other media experts discussing and debating vital issues with each other and the audiences. Such well-known Blogospherians as Powerline's Paul Mirengoff, Captain's Quarters Ed Morrissey and Wizbang's Kevin Alyward have participated in these panels. Over the past decade, Mr. Botkin has overseen development of technical solutions and software applications to enable delivery of captions and descriptive video via analog and digital television, streaming web platforms, CD-ROM, and motion picture theaters. He also developed MAGpie (v1.0 and 2.0), a tool for website developers to create captions and descriptions for multimedia. He holds a B.S. and a M.S. from the University of Massachusetts. Flora W.L. Chan is the Unit Manager for NCAM. She manages the financial, legal and administrative activities, and assists with grant and business development. She also works with the Director of Media Access and senior management team on strategic planning for NCAM. Ms. Chan is a licensed attorney and continues to counsel technology start-ups and entrepreneurs (domestic and international) on company formations and equity/debt funding. She is also active in various community service efforts, and provides free educational legal workshops to the Asian community. Ms. Chan is a director of the Asian American Lawyers Association of Massachusetts, a member of the Diversity Committee of the Boston Bar Association, and an advisor to the Asian American Civic Association. She earned her B.A. from SUNY Binghamton and J.D. from SUNY Buffalo. Flora Lana Cook is the Project Manager for Research on Edited Captions, a study that is using the Arthur series to investigate benefits of TV captions that are edited for readability. The target audience is children who are deaf and hard of hearing and not yet fluent readers. Herself deaf, Lana participated in a major research project on Theory of Mind of Deaf Children, at Boston University. Lana has worked in schools for deaf students, taught American Sign Language, and worked in community theater. She has a M.A. in Education/ American Sign Language Studies at Boston University.
