These guidelines are based on a review of research, theory, and current practice, and they were developed by CDC in collaboration with experts from universities and from national, federal, and voluntary agencies. The guidelines include recommendations on seven aspects of a school-based program to promote healthy eating: school policy on nutrition, a sequential, coordinated curriculum, appropriate instruction for students, integration of school food service and nutrition education, staff training, family and community involvement, and program evaluation.

Some states have introduced and enacted legislation to replace existing food and drinks of minimal nutritional value for healthier options or to restrict student access to the machines. As of January 2004, Arkansas is the only state that has passed legislation banning vending machines in elementary schools. This is not just a state issue, however. Some cities and local schools districts have taken the lead and enacted policies to ban or replace certain foods and beverages in vending machines or restrict student access to the machines. The Centers for Disease Control and Prevention's School Health Policies and Programs Study (SHPPS) 2000 survey concluded that 43% of elementary schools, 89.4% of middle/junior high and 98.2% of senior high schools had either a vending machine or a school store, canteen, or snack bar where students could purchase competitive foods or beverages. Competitive foods are defined by the U.S. Department of Agriculture (USDA) as foods offered at school other than meals served through USDA school meal programs-school breakfast, school lunch and after school snack programs. According to the USDA, competitive food policies exist in many states and include laws that restrict access to food and beverage vending machines, school canteens and stores at certain times during the school day or limits access to foods with minimum nutritional value. Parul Christian, DrPH, 1996 Washington, DC âI have my hands in research and my feet firmly grounded in policy and programs,â says alumna Ellen Piwoz. âThe nutrition program provided me with the skills needed to interpret data and use it to influence policy and program recommendations. I can't envision doing anything other than what I'm doing.â Piwoz's research on preventing mother-to-child HIV transmission in Africa informs her daily effort to communicate critical scientific information to policy makers and to develop tools that can be used by health workers and community groups who counsel people living with HIV. Especially in the policy arena, this has been a delicate process. âThere has been a lot of confusion and fear around HIV and breastfeeding,â Piwoz explains, âso we have refocused attention on the search for ways to improve survival rates for infants exposed to HIV by not only avoiding infection but by supporting adequate nutrition as well.â
