CEP's Work on Maryland's Visionary Panel Honored In July 2003, the Education Commission of the States (ECS) gave the State Innovation Award to Maryland's Visionary Panel for Better Schools. That group, co-chaired by CEP's director, Jack Jennings, drafted a 10-year plan for improving education in the state. The ECS cited excellence in education policy development in making this award.
