The State teams in the Northeast teach teens about workplace safety; educate parents, employers, health care providers, educators, and government officials; collect and analyze data; and enhance and enforce child labor laws. Meeting the Challenge: Obtaining Materials for Your State Brochure (Young Worker Safety Resources Center) Curricula and Safety Training for Youth Curriculum (Massachusetts/Education Development Center Inc.) Young worker safety curricula teach teenagers to recognize their right to a safe working environment and to become safer workers. Teenagers need to be taught how to work safely. They should be aware that State and Federal laws protect them in the workplace. And they need to know how to identify hazards and negotiate with employers over unsafe conditions and to whom they can turn if these negotiations are unsuccessful. These issues are covered in three curricula; two that were developed with NIOSH funding, and a third that was modeled after them: Safe Work/Safe Workers (created by EDC and the Massachusetts Department of Public Health) is used in Rhode Island, Massachusetts, New Jersey, New York, New Hampshire, and Vermont.

The folks of "downeast" Maine are celebrated by locals and tourists alike for their blend of rugged independence and community spirit. Small wonder, then, that many of the 306 students of Lubec Consolidated School are living up to that reputation as they lead the picturesque but distressed fishing village of Lubec (pop: 2,000), perched on the northeastern corner of the United States, into the 21st century. In the past, learning to subsist in a harsh environment seemed more important to young and old alike than formal schooling, schooling which prepared graduates for jobs most likely to be found by leaving home. Tides varying as much as 25 ft. wash over the shore and then recede leaving large expanses of soft, sandy, clam flats. It is different now. During the 1940s and 1950s, local fishermen sold their abundant catches of herring to more than 20 sardine factories in Lubec. These days, only Lubec Packing Company remains. Fishermen must travel far away to bring in the herring they once harvested in nearby waters. Other local fisheries are dwindling, and several tidal flats where clams have been dug for generations are off-limits because of pollution fears. Green sea-urchins, so prized for their roe in Japan, are smaller and less plentiful on an ocean floor increasingly barren of the kelp beds which nourish and protect a multitude of marine life.

I stepped into the picture after she already began to do some work for the Penobscot-Piscataquis region for the Committee on Transition (COT). As I began working with Susan, we kept running into problems where she could not meet with me because she was attending seminars here and there for the COT. At the time, I had no earthly idea what the COT was. As the time progressed, I saw Susan attending more and more COT functions and at the same time saw her self-esteem growing. I started hearing about her desire to attend college and I soon learned that this was a major step for her as there are only a small number of young people that move on from foster care into college.
