When asked why, he explained that the curriculum is determined by the physical facility. Summer was a chance for him, an architect-turned-educator, to experiment, be liberated from excessive rules and red tape, and design structures that would reinvigorate his teaching and the learning that occurred in his mixed-grade, preK-1 classroom each fall. In that spirit I began to imagine some physical experiments I would suggest if I were building a K-8 school library that would support inquiry-based, authentic learning for students and collaboration among staff. Since such learning often begins with teams of students brainstorming and analyzing the parameters of their investigation, I visualized clusters of tables with room for print material and laptops in docking stations with large-screen monitors, full-sized keyboards, and optical mice. With large locking wheels on the tables and lightweight, stackable chairs, the clusters could be ungrouped and other laptops added, allowing team members to move from group work to individual accountability within the same space. The program is administered by the Department of Education and is the first program specifically aimed at upgrading school libraries since the original school library resources program was established in 1965. Numerous studies* show there is a clear link between the quality of library media programs in schools staffed by an experienced school library media specialist and student academic achievement. The CLIS has provided this type of innovative educational opportunity to students in South Carolina since 1982. Extractions: (Click Here to Download PDF) In public opinion polls, libraries are generally seen as positive, desirable institutions that enhance the livability of a community, but at budget time, they are low on the priority list for funding. The Act to Impose Limits on Real and Personal Property Taxes, popularly known as the Palesky tax cap referendum, has the potential to devastate Maines local libraries, and the states cooperative library system. As municipalities look at their likely budgets should the referendum pass, libraries are at the top of the list for cuts and will likely receive deeper cuts proportionally than other departments. Many taxpayers do not make the connection between public library services and their tax bills. It is not always clear that the majority of public libraries in the state rely on municipal funding, even if they are not considered municipal departments. The severe impact on libraries should the referendum pass may therefore come as a surprise to those who think the tax cap is a good idea. With some municipalities facing a loss of up to 50% of their operating budgets, libraries in some towns will face closure should the measure pass. This fate is not reserved for the smallest of town libraries. In our state capitol, the Lithgow Public Library is a bureau of the Augusta city government. With Augusta facing cuts to every city department, the Community Services department, which includes the library, would be entirely eliminated.
