    Extractions: (Click Here to Download PDF) In public opinion polls, libraries are generally seen as positive, desirable institutions that enhance the livability of a community, but at budget time, they are low on the priority list for funding. The “Act to Impose Limits on Real and Personal Property Taxes,” popularly known as the “Palesky tax cap referendum,” has the potential to devastate Maine’s local libraries, and the state’s cooperative library system. As municipalities look at their likely budgets should the referendum pass, libraries are at the top of the list for cuts and will likely receive deeper cuts proportionally than other departments. Many taxpayers do not make the connection between public library services and their tax bills. It is not always clear that the majority of public libraries in the state rely on municipal funding, even if they are not considered municipal departments. The severe impact on libraries should the referendum pass may therefore come as a surprise to those who think the tax cap is a good idea. With some municipalities facing a loss of up to 50% of their operating budgets, libraries in some towns will face closure should the measure pass. This fate is not reserved for the smallest of town libraries. In our state capitol, the Lithgow Public Library is a bureau of the Augusta city government. With Augusta facing cuts to every city department, the Community Services department, which includes the library, would be entirely eliminated.

    Extractions: 3rd Annual Summer Reading Party The Southern Maine Library District, which is comprised of 70 libraries in York, Cumberland, and selected towns in Oxford counties, is hosting the third annual summer reading program for their member libraries, collaborating with The Seashore Trolley Museum, in Kennebunkport. Libraries will celebrate their summer reading programs with a party for all participants at The Seashore Trolley Museum in Kennebunkport on Friday, August 22, 2003. The Trolley Museum has generously offered a free admission ticket for all reading program participants, and half-priced tickets for up to two adults accompanying each of the participants. Tickets to the Trolley Museum are valid for the whole day, allow the ticket holder access to all Museum facilities that are open to the public, and are good for an unlimited number of rides throughout the day on the restored, historic electric streetcars. There will also be a GIGANTIC Scholastic Book Fair that will benefit the Consolidated School library in Kennebunkport and the Trolley Museum, also there will face painting, a moon bounce, balloon sculptures and trolley rides all day long. Grilled food, lobster rolls, and refreshments will also be available . Brand new this year is “The Library Gallery,” a site for highlighting your library’s summer reading program. Each SMLD library will be offered poster space to display photos, themes, and other details. Gallery visitors will get a chance to vote on their favorite with a prize for the winning library.

Associations, formed at first for the exclusive benefit of the few, were gradually enlarged to include in their scope the good of all. The first Maine legislature enacted both school and library laws modeled after those of Massachusetts. From 1798 to 1815 Massachusetts had provided by legislation for the incorporation of law, militia and proprietary and social libraries. Our inheritance, however was more than mere legal machinery, for, although statistics on that point were few and unreliable, the fact is well established that free libraries maintained by the people were as early as the middle of the eighteenth century considered a necessary part of our educational system. A portion of "The Revolving Library", established in 1751 for three adjoining parishes in Kittery and York, is still in existence in the Community House at Kittery Point. The "Library Society" of Falmouth Neck, founded by twenty-six gentlemen in 1765, and succeeded in 1826 by the Portland Athenaeum, was the forerunner of the Portland Public Library, and the oldest library now in active existence, that of Bowdoin College established in 1794.
