Energy Water power has played a vital role in the economic development of Maine. Initially, water power from Maine's rivers was harnessed to operate paper mills. In the late 19th century water power was applied to the generation of electric power. Hydropower continues to be central to Maine's energy industry, however, the growing need for electricity has resulted in the operation of almost twenty steam-driven power plants, including bio-mass fuel fired plants. In addition, the development of two natural gas pipelines in eastern and western Maine has led to the development of five combined cycle natural gas fired generating plants.

Powers of commissioner. When it comes to the attention of the Commissioner of Agriculture, Food and Rural Resources that a horse has been tested by the Coggins test with positive results, he shall order that horse quarantined until a veterinarian certifies that the horse is free from clinical symptoms of equine infectious anemia at the time of examination. The commissioner shall require any horse exhibiting the symptoms of equine infectious anemia to submit to a Coggins test and nothing in this section shall prevent the commissioner from exercising the authority provided under chapter 303 in the case of an outbreak of the clinical form of equine infectious anemia.
