State Legislative Leaders Lobby Congress and Bush Administration for More Federal Dollars The Rural School and Community Trust recently gathered rural education grassroots activists from 25 states in Hot Springs, Arkansas for a conference titled "Working for Equal Educational Opportunity as a Social Justice Issue: School Finance for Rural Activists." The purpose of the March 3-5, 2003 meeting was to create effective strategies to deal with the biggest issues facing rural schools, including equity in school financing, and school consolidation. One issue that most states have in common is the difficulty in meeting the requirements of the new Elementary and Secondary Education Act ("No Child Left Behind.") Many of the activists say that the Act's requirements for new testing and teacher qualifications is particularly burdensome for rural schools that are already at a disadvantage in meeting these standards. The new law may present activists with new arguments for additional funding to meet the new requirements.
