(THEME) The United States and Britain were moving closer to war in the spring of Eighteen-Twelve. Congress had approved a ninety-day embargo on American ships. None of these ships was to leave home. And American ships in foreign ports and at sea were ordered to return to the United States. President Madison requested the embargo to prevent the capture of these ships when war started. The president was sure there would be war. He had seen the instructions from London to British minister Augustus Foster. The British foreign minister warned Foster to say nothing about any compromise. He wanted the United States to see how firmly Britain would continue its orders against neutral trade with the enemies of Britain.

A few years ago two popular singers who had discovered that their work was very sympathetic, each to the other, made a recording that they called "Twin Sons of Different Mothers." That is a phrase which could also be applied to James Madison and James Monroe — and indeed increased to triplets, to include Thomas Jefferson. These men shared so much — and from each came one of the three great documents of the formation of our country in the world, the Declaration of Independence, the Constitution, and the Monroe Doctrine. The Quest for National Identity "Jefferson's most important legacy to his friend, however, was to place him on a confidential footing with Madison. Monroe and Madison had undoubtedly met, but they had not been on intimate terms. . . . In presenting his colleague to Madison, Jefferson was unstinting in his praise: "The scrupulousness of his honor will make you safe in the most confidential communications. A better man cannot be."

Extractions: FRtR Presidents James Madison Biography Quote The oldest of 10 children and a scion of the planter aristocracy, Madison was born in 1751 at Port Conway, King George County, VA, while his mother was visiting her parents. In a few weeks she journeyed back with her newborn son to Montpelier estate, in Orange County, which became his lifelong home. He received his early education from his mother, from tutors, and at a private school. An excellent scholar though frail and sickly in his youth, in 1771 he graduated from the College of New Jersey (later Princeton), where he demonstrated special interest in government and the law. But, considering the ministry for a career, he stayed on for a year of postgraduate study in theology. Back at Montpelier, still undecided on a profession, Madison soon embraced the patriot cause, and state and local politics absorbed much of his time. In 1775 he served on the Orange County committee of safety; the next year at the Virginia convention, which, besides advocating various Revolutionary steps, framed the Virginia constitution; in 1776-77 in the House of Delegates; and in 1778-80 in the Council of State. His ill health precluded any military service. In 1780 Madison was chosen to represent Virginia in the Continental Congress (1780-83 and 1786-88). Although originally the youngest delegate, he played a major role in the deliberations of that body. Meantime, in the years 1784-86, he had again sat in the Virginia House of Delegates. The Vice Presidential oath of office for most administrations was taken in the Senate Chamber. President Jefferson watched the ceremony, but he joined the crowd of assembled visitors since he no longer was an office- holder. The mild March weather drew a crowd of about 10,000 persons. Unwilling to depart from examples of the most revered authority, I avail myself of the occasion now presented to express the profound impression made on me by the call of my country to the station to the duties of which I am about to pledge myself by the most solemn of sanctions. So distinguished a mark of confidence, proceeding from the deliberate and tranquil suffrage of a free and virtuous nation, would under any circumstances have commanded my gratitude and devotion, as well as filled me with an awful sense of the trust to be assumed. Under the various circumstances which give peculiar solemnity to the existing period, I feel that both the honor and the responsibility allotted to me are inexpressibly enhanced.
