Extractions: The Southern Oregon Fair Housing Project LANDLORD /TENANT COOPERATIVE PROBLEM SOLVING TEAM (CPS) FINAL REPORT, JANUARY 1999 Cooperative Problem Solving for Crisis Housing Issues The purpose for forming the CPS Team was to bring together the expertise of landlords and tenants to creatively overcome the barriers created for low-income/protected class persons by certain rental application criteria (such as "income three times the rent" and certain credit/rental history/criminal criteria). The CPS Team primarily attempted to make "quick fixes" in application criteria barriers and immediately let some low-income protected/class citizens into the rental market. The CPS Team also outlined the scope of application criteria barriers as they saw it, made long and short term recommendations for lessening the application barriers and clarified the actions required. The CPS Team and the Southern Oregon Fair Housing Project (SOFHP) have succeeded in implementing short term goals and will be seeking resources to implement long term activity beyond the life of this grant. The Administration has also proposed to cut funding in FY06 for the Fair Housing Assistance Program to $22.7 million from $26.5 million, a 15% cut.
